Following those discussions, at Monday's meeting, the Council directed me to begin the selection process to hire a recreation professional. The new staff member will be responsible for recreation programming for all ages, scheduling and coordinating field use, serving as liaison with the Park and Recreation Commission, and other administration duties. The staff member will work closely with the Commission as the Commission's priorities and goals for recreation programming are vital to the success of the recreation department and the City. The budget that is currently in place for the three City recreation events, the Easter Egg Hunt, Pumpkin Patch, and Santa Day, will remain the same in 2012 as it was in 2011. Further, the 2012 Otsego Festival budget will also remain the same as in 2011. Please contact Mayor Stockamp, Councilmember Schroeder, or me if you have questions or comments. Otsego places a high priority on offering exceptional quality recreation programs to its residents. To better serve the City's 13,600 residents, a new Recreation Professional position has been created. This City staff position will develop and implement recreation programming that was previously outsourced. This is a unique opportunity to shape the future of the City through the creation of a recreation department from the ground up. Your effort will leave a lasting impact on the residents of Otsego! As the City's first professional recreation employee, you have an opportunity to define the position and direction of the department. In addition, depending upon the education, skills, and experience of the individual hired, general city administration duties may be added to assist in the overall management and operation of the city. If you have both recreation and broad city or county government education or experience, you are strongly encouraged to apply. This position may be full time or part time. If the individual hired possess both recreation and government management experience, the position may be full time with commensurate pay and benefits. Preferred education and experience includes: •'• Supervisory experience ❖ Education or experience in government management and administration ❖ Municipal experience Our Community Otsego has one community park and five neighborhood parks, 35 miles of trails and sidewalk, nine tennis courts, and six ball fields. In addition, the City installed the largest splash pad in the area in its flagship community park, Prairie Park, last summer. Otsego's neighborhood parks all have a small picnic shelter and additional tables and barbeque grills. There is a large picnic shelter at Prairie Park available for reservation as well as additional tables and barbeque grills throughout the property. The Mississippi River Trail Bikeway (known as the MRT) travels the width of the City along the Mississippi River on Otsego's northern and eastern boundaries. There are two rivers that flow through Otsego, the Mississippi and Crow, that offer boating, canoeing, and world-class fishing opportunities. Otsego County Park, a 70 acre park owned and maintained by Wright County, is located along the Mississippi River in Otsego. There are also two privately operated golf courses in Otsego. Otsego is located just 20 minutes north west of downtown Minneapolis area making it an attractive place to live and do business. Although building activity has slowed down considerably, home construction continues in Otsego. In 2011, 58 new homes were constructed reinforcing what we already know — this is a desirable community for people of all ages. As the City continues to explore options for recreation programming, this role may shift to a City staff responsibility. However, as no decision has been made as of this date regarding the City's recreation programming and the possibility of a coordinator, the past approach should be continued. City staff would recommend that the Parks and Recreation Commission appoint two people to each event including the person responsible for the prior year's event. Appointing two people will allow the work to be better distributed and also provide an opportunity for more involvement by the full Parks and Recreation Commission. If and when a decision to hire a recreation coordinator is made it would be expected that the Parks and Recreation Commissioners would provide assistance for this person in staging each event. Ball fields for baseball and softball consist of the four fields at Prairie Park and one field each at Frankfort Park and Billette Field at Zimmer Farm Park. Two sessions at each field are scheduled each day. Playfields include the area south of 90th Street. Association Season RAYBA April — Jul NW Diamonds Softball April — Jul Little League April — Jul TRSA Spring/Summer Fall Rec (4v4) August -October RAYF September -October We have received preliminary information from TRSA regarding their field needs for 2012 and have been in contact with RAYBA and Otsego Little League as well. Football and Slowpitch Softball have not responded to City staff as of yet. The only change in field use requested thus far is that TRSA would like to have their fall league at Prairie Park. This can be accommodated by using the ball field outfields following completion of the baseball/softball season so as to not conflict with football. City staff is also working with Otsego Little League regarding field access. Given the that the league is just starting, participation and field needs are unknown. City staff is recommending scheduling Otsego Little League to use the ballfields at Frankfort Park and Billette Field at Zimmer Farm Park for their first season. Beyond Otsego Little League's field needs, City staff would propose to make the fields at Frankfort Park and Billette Field at Zimmer Farm Park available to RAYBA and Northwest Diamonds for practices to promote greater use of these facilities. No action is required by the Parks and Recreation Commission. City staff will coordinate with the representatives of the athletic associations to schedule use of the City's fields for 2012. C.
