BACKGROUND/JUSTIFICATION:
The City of Otsego has acquired Outlot A, Great River Centre of Otsego Third Addition through tax
forfeiture and is pursuing development of the property for economic development purposes. The City
Engineer has prepared a final plat to subdivide the property as the first phase of development as part of
the purchase agreement being negotiated with P&F Machine.
■ Zoning. The subject site is zoned, PUD, Planned Unit Development District. The PUD
Development Stage Plan and Preliminary Plat approved for the subject site by the City Council
on 9 November 2015 provides for development of uses as allowed within the B-C District
established by the Zoning Ordinance.
■ Preliminary Plat Consistency. The proposed final plat consists of one lot with an area of 6.17
acres consistent with the design of the preliminary plat. One outlot comprises one or more lots
to be final platted as future additions. The final plat also includes dedication of right-of-way for
extension of Quaday Avenue south of 85th Street.
■ Lot Requirements. There are no minimum lot area or width requirements applicable to the lots
within the subject site. The lot proposed within the final plat is subject to the following
minimum setback requirements established by the PUD Development Stage Plan.

Streets. The City has initiated a public improvement project for construction of Quaday Avenue
south of 851h Street in conjunction with the final plat and first phase of development. The
public improvement project will include sidewalk on one side of the street and trail on the other
side of the street.
■ Park and Trail Dedication. Park and trail dedication requirements for Great River Centre were
satisfied with the initial final plat of the development. No park dedication requirement applies
to the subject site.
Grading and Drainage Plans. A master grading plan has been approved for Great River Centre
to provide for regional storm water treatment. Grading plans will be developed for individual
lots and as part of the public improvement within the subject site to direct storm water to the
regional storm water basin to the southeast of the subject site. There is no storm water impact
fee applicable to the subject site.
Utilities. Extension of utilities will be constructed as part of the public improvement project and
all utility plans are subject to review and approval by the City Engineer. Final platting of the
proposed lot is subject to Utility Availability Charges, payment of which will be deferred and
paid by the buyer with application for a building permit along with payment of Utility
Connection Charges. The calculation of Utility Availability Charges for Lot 1, Block 1 in
accordance with Chapter 6, Section 1 of the City Code is shown below:
o Water Availability Charge: 3.5 RECs/ac x 6.17ac. x $1,581/REC x = $34,141.70
o Sewer Availability Charge: 3.5 RECs/ac x 6.17ac. x $2,265/REC = $48,912.68
Easements. The final plat illustrates drainage and utility easements at the perimeter of the
proposed lot as required by Section 21-7-15 of the Subdivision Ordinance. All easements are
subject to review and approval of the City Engineer.
■ Development Agreement. The City is the developer of the proposed final plat and responsible
for all costs to be addressed through the public improvement project and purchase agreement.
As such, there is no development agreement for the proposed final plat.

FINDINGS & DECISION
FINAL PLAT
APPLICATION: Request for approval of a final plat for Great River Centre of Otsego Fourth
Addition.
CITY COUNCIL MEETING: 14 December 2015
FINDINGS: Based upon review of the application, the recommendation of the Planning
Commission, and evidence received, the City Council of the City of Otsego now makes the following
findings of fact:
A. The legal description of the property is Outlot A, Great River Centre of Otsego Third Addition,
City of Otsego, County of Wright, State of Minnesota.
B. The subject site is guided by the Comprehensive Plan for commercial land uses within the
East Sewer District.
C. The subject site is zoned PUD, Planned Unit Development District in accordance Ordinance
2005-19 adopted on 26 September 2005.
D. The Request for Council Action dated 14 December 2015 prepared by the City Planner, The
Planning Company LLC, is incorporated herein.
E. The application for final plat approval is processed in accordance with Section 2-3-3 of the
Subdivision Ordinance.
DECISION: Based on the foregoing information and applicable ordinances, the request is hereby
APPROVED and is subject to the following conditions:
1. Payment of Utility Availability Charges as calculated for Lot 1, Block 1 shall be deferred until
application for a building permit:
a. Water Availability Charge: 3.5 RECs/ac x 6.17ac. x $1,581/REC x = $34,141.70
b. Sewer Availability Charge: 3.5 RECs/ac x 6.17ac. x $2,265/REC = $48,912.68
