IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: Wright County is planning on submitting an application for 2020 Region 7W Federal funds. The application is due January 15, 2016 so approval is required at the December 14th City Council Meeting. Specifically, Wright County will be requesting funds to improve the safety of the CSAH 19 and its intersection with 70th St by reconstructing CSAH 19 to 4 lanes from the Albertville Mall entrance to just north of 70th St. An asphalt trail is proposed on the west side of CASH 19. The intersection of 70th St improvement type will be determined by an Intersection Control Evaluation (ICE). The County's application is helped by support letters from the municipalities the improvement is located in, in this case Albertville and Otsego. 70th Street's jurisdiction east of the intersection shall become Wright County's next year upon the completion of the current 70th St City project. 70th Street's jurisdiction west of the intersection will continue to be shared by Otsego and Albertville for the foreseeable future. The City of Otsego's potential cost to the project is determined by the County's cost participation policy. Only % of the west leg of the intersection is the jurisdiction of the City of Otsego. Therefore potential costs to the City of Otsego should be limited. Western Otsego has experienced growth of approximately 100 homes per year for several years and is anticipated to continue. Kaleidoscope School has recently expanded to include a high school and the Elk River School District is opening an E-8 School not too far from these proposed improvements. Otsego residents would be benefited by the regional improvements, therefore staff recommends supporting Wright County's efforts to secure Federal funding. The construction of improvements to the above mentioned project. 2. Funding for a portion of the local share cost of the above mentioned.
