The purpose of this memorandum is to update the Parks Commission on anticipated
future park development projects.
Mississippi River Landings. The City has acquired land for a City park and water
access along the Mississippi River designated as Norin Landing from the Norin
Landing development. The Parks and Recreation Commission wanted to engage
Savanna Designs in the design for this park. However, this work has been delayed
in order to focus on construction of Beaudry Meadow Park, Kittredge Crossings Park
and Zimmer Farm Park. City staff has also been working through major
development projects include the TH 101 upgrade, Great River Center and Gateway
North Industrial Park.
The City has subsequently acquired additional park land along the Mississippi River
as part of the Featherwind Farms development (Kolles Landing) and at the northeast
corner of TH 101 and CSAH 42 as part of the TH 101 project (Benesh Landing).
City staff recommends that the City contract with Savanna Designs during the winter
2006 / spring 2007 on the design and cost estimates for development of these three
parks. Construction of these parks will depend on monies available within the Park
and Trail Dedication Fund. Also, the City cannot construct Benesh Landing until
after the TH 101 is complete and the property, which was dedicated by the City to
MNDoT, has been turned back.
Community Playfield. The Parks and Recreation Commission has focused on the
need to acquire land for a second facility to be used as a community playfield
(expanding on the fields at Prairie Park). The Parks and Recreation Commissions
efforts included site inspections of several properties in western Otsego. Acquisition
of these properties would likely require monies over and above those available
within the Park and Trail Dedication Fund requiring other sources. Money for
outright acquisition of land for a community playfield has not been discussed as part
of the City's 2006 budget. City staff will include this issue as part of the City
Council's discussion of the 2007 budget.
In the interim, City staff has been working with the Elk River School District on their
efforts to acquire land for school facilities within the City. City staff encouraged the
School District to acquire a larger parcel that could be utilized for both an elementary
school and middle school campus. There would be as part of this campus plan the
opportunity to develop a number of high quality baseball and/or soccer fields serving
both the School District's and City's needs.
The Elk River School District has acquired 80 acres located northeast of 80th Street
and MacIver Avenue in the west area of the City that will accommodate both a future
elementary school and future middle school. Initial discussions suggest the
elementary school will be built first on the southern portion of the property. A future
middle school will be built on the north side of the property close to an extension of
MacIver Avenue and 85th Street. Ball fields accessible to both school facilities
would be developed in the center of the property. The City has agreed to provide
the School District $250,000 in Park and Trail Dedication Funds for acquisition and
development of the property. Development of the property is contingent upon
approval of a bond referendum.
Neighborhood Parks. The City has acquired land or will acquire land in the
immediate future for neighborhood parks from Davis Mississippi Cove (Davis Farm
Park) Crimson Ponds West and Boulder Creek (East Lefebvre Park, Lefebvre Creek
Greenway and West Lefebvre Park), Wildflower Meadows (Roskaft Park), River
Place Phase 2 (Lahn Farm Park and Crow River Landing) and Crimson Ponds North
(Chouinard Park). Design and development of these parks will be dependent upon
construction within the individual neighborhoods.
School Knoll Park Trail. Access to School Knoll Park from the Pheasant Ridge
and Prairie Creek neighborhoods requires crossing Otsego Elementary School
property. Residents have apparently been stopped from doing so during by School
staff. To address this issue, City staff has discussed with Mr. Kevin Lefebvre
donation of a two -rod remnant parcel that parallels the west property line of Otsego
Elementary. Mr. Lefebvre was the owner of the property developed as Stonegate
Estates and School Knoll Park and the remnant was used to access other property
south of Pheasant Ridge and Prairie Creek. Acquisition of this parcel would allow
for construction of a trail from the existing trail access from Pheasant Ridge north to
the City park without entering school property. Connection of this bypass to the
existing trail from Prairie Creek would require use of School property. City staff is
discussing this issue with School District officials as well as the need for a formal
joint use agreement.

Development interest in the area of the City between CSAH 39, CSAH 42 and TH 101 is
increasing. Continued residential development and plans for upgrading TH 101
suggests this interest will continue and increase.
The Future Parks and Trail Map designates a greenway corridor along LeFebvre Creek
and trails adjacent to major roadways to the west of this area. The City has also
acquired a parcel at the northeast corner of TH 101 and CSAH 42 as part of the TH 101
project that will leave a remnant for a landing type park adjacent to the Mississippi
River.
Within the area between CSAH 39, CSAH 42 and TH 101 is a continuation of LeFebvre
Creek from CSAH 42 to TH 101. This natural corridor, which includes an improved
drainage channel, wetlands and tree stands, may be an opportunity to connect areas
west of TH 101 with the landing park to the east. A significant issue to be addressed in
making this connection is how to cross TH 101 either with a separate pedestrian bridge
or a trail connection to the CSAH 42 bridge over TH 101.
We believe that the opportunity to make this greenway connection is worth further
exploration as development proposals are submitted in this area. An amendment of the
Future Parks and Trails Map within the Comprehensive Plan is proposed to designate
the drainageway as a greenway corridor for future park dedication or acquisition. The
expectation is that the land to be acquired would be outside of existing or other required
drainage and utility easements and designed to protect significant environmental
features.
City staff is requesting a recommendation from the Parks and Recreation Commission
at your meeting on 12 July 2006 to amend the Future Parks and Trails Map as shown
on the attached exhibit. Assuming such a recommendation is forthcoming, the next
step would be for a public hearing to be held by the Planning Commission to receive
public comment. The recommendations of City staff, the Parks and Recreation
Commission and the Planning Commission would then be forwarded to the City Council
for possible adoption.
