OTSEGO PLANNING COMMISSION MEETING
OTSEGO PRAIRIE CENTER
NOVEMBER 2, 2015
7:00 PM
Call to Order.
Chair Black called the meeting to order at 7:00 PM.
Roll Call: Chair Pam Black; Commissioners: David Thompson, Steve Schuck and Roger
Mord. Absent: Commissioners Richard Nichols, Aaron Stritesky and Jim Kolles
City Council: Vern Heidner. Staff: Daniel Licht, City Planner and Connie Schwecke,
Administrative Assistant.
1. Consider the following minutes:
1.1 October 5, 2015 Planning Commission Meeting,
Commissioner Thompson motioned to approve as written. Seconded
by Commissioner Mord. All in favor. Motion carried.
2. Public Hearing item:
2.1 Great River Centre 4th Addition:
A. Preliminary plat of three lots and public right-of-way for future Quaday
Avenue.
City Planner Licht presented the Planning Report.
Chair Black opened the Public Hearing at 7:05 PM.
Steve Smith, 11875 257 Ave Zimmerman, stated that he is an owner of Craig's Mini
Storage. Mr. Smith questioned what impact this development would have on the west
side of his property. City Planner Licht stated that public street being designed is
entirely in the public right of way and no property is being acquired. The city evaluated
the funding option for Quaday Ave separate from planning process that would be part
of the public improvement project. Mr. Smith asked about a right of way easement on
the northeast corner of his property? City Planner Licht stated the city would dedicate
the entire easement for the extension of Quaday Ave within the subject site because of
the setbacks of the existing wetland which is deemed unusable.
Commissioner Thompson questioned the setback of 10 feet from the easement on
Highway 101. City Planner Licht stated it is a 10 foot setback from the parking lot for
the drainage and utility easement.
Chair Black closed the Public Hearing at 7:09 PM
Commissioner Schuck motioned to recommend to the City Council
approval of the PUD Development Stage Plan and preliminary plat of
the Great River Centre of Otsego Fourth Addition subject to the six
conditions listed in the Planning Report. Seconded by Commissioner
Mord. All in favor. Motion carried.
2.2 Zoning Ordinance amendment to allow for farm wineries, brew on premises,
bre pubs, small breweries, breweries, micro -distilleries, and distilleries.
City Planner Licht presented the Planning Report.
Chair Black questioned why the legal posting and mailings were removed from the list
of procedures. City Planner Licht stated that since the City Clerk is no longer present at
Planning Commission meetings, the legal posting and mailings were removed from the
list of procedures for the public hearing because it is not required.
Chair Black opened the Public Hearing at 7:17 PM.
Commission Schuck questioned the proximity of these establishments to schools and
churches. City Planner Licht stated it is not a requirement in the City Code.
Chair Black asked if there is a necessity to quantify what a majority is in the list of
ingredients or if we just assume a majority is greater than 50%. City Planner Licht
agreed that a majority is greater than 50%.
Commissioner Mord asked if language in this ordinance is standard. Mr. Licht explained
the City is using state definition and zoning districts.
Commissioner Mord asked if the City had a guideline on the number of licenses verses
population. City Planner Licht stated that the City can limit a number of licenses issued
but at this time has chosen not to impose any limits.
Chair Black closed the Public Hearing at 7:22 PM
Commissioner Thompson motioned to recommend to the City Council
to approve an ordinance amending the City Code to allow for farm
wineries, brew pubs, microbreweries, breweries, micro -distilleries,
distilleries, taprooms and tasting rooms as allowed uses within various
zoning districts. Seconded by Commissioner Schuck. All in favor.
Motion carried.
3. Update on City Council actions.
CM Heidner gave an update to the Commissioners on City Council actions.

4. Update on future Planning Commission Agenda items.
No Items at this time.
5. Adjourn.
Commissioner Thompson motioned to adjourn. Seconded by Commissioner
Mord. All in favor. Motion carried. Adjourned at 7:34 PM.
