REVIEW OF THE MINUTES FROM THE JANUARY 14,1997 MEETING Merland's Tuesday meeting was with Groend. Minutes accepted. Darlene seconded_ 3. OPEN FORUM Jeff Bartheld says we could we could buy lumber at Sylvester Salvage for a hay wagon. Tom Baillargeon made a motion to look into lumber and accept Tom Constant's donation of the wagon. Jeff Bartheld made a motion to accept and Roche seconded it. 4. CITY COUNCIL A. Budget What will our involvement be for the coming year? Mayor Larry Fourier says continue handling the budget the way we have in the past. Darlene Solberg would like a more detailed budget. Tom Baillargeon questioned how to amend the budget to continue a project. Vern Heidner handed out the budget report for 1996. We talked about our 1997 budget. $15,000 is levied for phone, toilet- general taxes. 13.7 is for activities. Merland says $6,000 to $8,000 could come from the DNR for Prairie Park. Tom Baillargeon asked if the budget should include revenue from grants. Roche suggested we have a grant index Tom Baillargeon made a motion to make a sub committee for the budget Darlene seconded. Budget needs to be in August 1, 1997. Mayor Fournier says the Parks and Recreation Committee should receive periodic breakdown of the budget. If we use these policies how do we implement them. Tom B. says he heard criticism on the bike plan. We need to decide if we should quit the plan now, or go on. Vern H. says the council didn't receive an estimate on the plan. Virginia stated that the trails could be ripped up to put in a new sewer system. She thinks we should wait. Tom. B. says let's table the plan until we get an estimate from Merland and more input from the City Council. Darlene seconded Roche says that it is vital that we have a bikeway plan. Darlene made a motion to reopen the plan to discuss our goals. Darlene made a motion to table the bikeway plan again. Tom C. seconded. C. Grants Merland will submit MN'DOT for a grant for ISTEA. The 85th St. project can get pushed back to FY99. Merland says we need to come up with a modified plan for a grant. D. Otsego Prairie Park Mayor Fournier says public works will check into park maintenance. Tom B. says we should also check into fertilizer, weed control and seal coat for the trails. 6. VVU4TERFEST We made $74.00 on the food and we spent $128.00. We need to send Thank you cards for donations. To FStF Food Mart, Elk River Bank, Marquette Bank and John Anderson at Fun City. Darlene talked to the paper about "Winterfesf'. She also suggested that we start an evaluation sheet for events listing the pros and cons of each. Jeff B. made a motion to have Winterfest again next year. Tom B. made a motion for January 17, 1998. Sue K. asked why we didn't have the event in February when it was warmer since the 1997 turnout was so small due to the cold. Jeff B. and Tom B. said we had to have it in January. Teri K. said that's when they do it in St. Paul. Virginia suggested we invite more groups to join in our activities. Tom seconded. Tom C. will make the medallion. Roche will make the chile and write the clues. Tom C. Jeff B. will make the sliding hill again. 7. JEFF ASFHAL A. Sub committee B. Paper We need to have a meeting 1 -month before an event, to talk about the first publicity. We need a response to our wish list. Tom B. asked the Mayor to declare a proclamation for Family Furs Day. Virginia suggested that we contact a wellness bus. Vern H. said go ahead. The Mayor says to keep in. contact about the plans. Tom B. asked how we could improve communications. Jeff B. says we could submit a monthly report. S. TOWN HAIL PROJECT Jeff B. will contact Bail movers this week. Tom B. will call Norm 9. OTHER ITEMS OF CONCERN We want to give Debbie Carron a plaque Saturday night_ Tom B. wants to start a compost site this summer, a cycle recycle program.
