RECOMMENDATION:
Recommend calling for a public hearing for the P & F Machining, Inc., project via adoption of a
resolution calling for a Public Hearing by the City Council on the Proposed Establishment of
Development District No.1 and the Proposed Establishment of a Development Program Therefor; and
the Proposed Establishment of Tax Increment Financing District No. 1— Great River Centre therein and
the Adoption of the Tax Increment Financing Plan Therefor.

BACKGROUND/JUSTIFICATION:
The City and P & F Properties recently executed a Purchase and Option Agreement for a portion of the
previously tax forfeit parcel, Outlot A of Great River Centre of Otsego for construction of a
manufacturing facility for P & F Machining, Inc. This parcel has remained undeveloped since it was
platted in 2006, and without assistance, this property would remain undeveloped due to extraordinary
site improvement costs. The construction of P & F Machining, Inc.'s, facility will add tax base and bring
jobs to the City.
P & F Machining, Inc., submitted an application and paid the application fee for TIF assistance for this
project. The Council is asked to call for a public hearing on February 22, 2016, for the proposed business
subsidy to P & F Machining, Inc., establishment of Development District No 1, and Tax Increment
Financing District No. 1. The Planning Commission will review the Development Program and TIF Plan at
the February 1, 2016 Planning Commission meeting.

RESOLUTION CALLING FOR A PUBLIC HEARING BY THE CITY COUNCIL
ON THE PROPOSED ESTABLISHMENT OF DEVELOPMENT DISTRICT NO.
1 AND THE PROPOSED ADOPTION OF A DEVELOPMENT PROGRAM
THEREFOR; AND THE PROPOSED ESTABLISHMENT OF TAX INCREMENT
FINANCING DISTRICT NO. 1— GREAT RIVER CENTRE THEREIN AND THE
ADOPTION OF THE TAX INCREMENT FINANCING PLAN THEREFOR.
BE IT RESOLVED by the City Council (the "Council") for the City of Otsego, Minnesota (the "City"), as
follows:
Section 1. Public Hearing. This Council shall meet on February 22, 2016, at approximately 7:00
P.M., to hold a public hearing on the proposed establishment of Development District 1, and the proposed
adoption of a Development Program (the "Development Program") therefor, and the proposed
establishment of Tax Increment Financing District 1 - Great River Centre (an economic development
district) therein, and the proposed adoption of a Tax Increment Financing Plan (the "TIF Plan") therefor
(together the "Program and Plan") alI pursuant to and in accordance with Minnesota Statutes, Sections
469.124 to 469.133, and Sections 469.174 to 469.1794, inclusive, as amended, in an effort to encourage
the development and redevelopment of certain designated areas within the City; and
Section 2. Notice of Public Hearing, Filing of Program and Plan. City staff is authorized and
directed to work with Ehlers to prepare the Program and Plan and to forward documents to the
appropriate taxing jurisdictions including Wright County and Independent School District No. 728. The
City Administrator is authorized and directed to cause notice of the hearing, together with an appropriate
map as required by law, to be published at least once in the official newspaper of the City not later than
10, nor more than 30, days prior to February 22, 2016, and to place a copy of the Program and Plan on file
in the City Administrator's office at City Hall and to make such copy available for inspection by the
public.
