12-09-97 PRCITY OF OTSEGO REGULAR PARK AND RECREATION COMMISSION MEETING IN THE CITY OF OTSEGO, COUNTY OF WRIGHT, STATE OF MINNESOTA. CALL MEETING TO ORDER Chair Jeff Bartheld called meeting to order and continued with roll call. 3. REVIEW OF THE MINUTES FROM THE SEPTEMBER 9, 1997, AND NOVEMBER 18, 1997 MEETING Motion by Darlene Solberg to approve minutes of Nov. 18 and second by Tom Baillargeon. Motion passed. Motion to approve Sept. 9 meeting by Tom Baillargeon seconded by Sue Kroll. motion passed. 4. OPEN FORUM Roche Martin would like to resign as he is moving to Elk River. Terrie Kolher would like to resign her position and fill the first alternate position. Discussion took place on starting a tree planting fund for a walk of fame. A new tree would be planted and a small plaque would be installed. 5. CITY COUNCIL City council voted not to approve the 3rd. alternate position. Nothing else. 6. MIKE ROBERTSON, CITY ADMINISTRATOR Mike Robertson was introduced and passed out a memo using purchase orders. All special purchases have to have council approval. If cash is collected it needs to be turned into the city staff. If a purchase is needed and the amount is not known a blank PO should be taken. The Kids Grant: Council doesn't want application made for seeding, but application should be made for "Ride the Rec." and ice skating lessons. No money is available for cash match grants. The council would like to see a solution for watering for the park. Jeff Asfhal would like to see a reduced rate for "Ride the Rec." and skating lessons for '98 &'99. Jeff also suggested adding youth volley ball lessons and drop youth volley ball and replace it with open gym. Mike will make the changes to the grant and request $450.00 to finish the volley ball courts. Nothing further. 7. RECREATION SUB -COMMITTEE AND COMMITTEE RECREATION REPORT. Jeff Asflial passed out the flyer for the "Haunted House". Darlene would like to see that everything on both days to start at the same time. Roche made motion to start the same time, seconded by Darlene and motion passed. Jeff Bartheld made motion to start construction of the 1998 haunted house on Sept. 12, second by Tom Constant and motion passed. Skating rink schedule was looked at and a motion to drop Christmas Eve was made by Tom Baillargeon, seconded by Tom Constant and motion passed. There are still some openings for warming house staff. Winterfest is Jan. 17, 1998. Roche will again help with the chili. Tom Constant will make the medallion. Roche will do the clues. About forty clues a day will me needed. Park commissioners will fan out to find sponsors for the medallion prize. Greg and Bob will again be here weather permitting. any one who finds a sponsor needs to contact Darlene by Dec. 19 to get it in the paper. Nothing else. 8. MERLIN OTTO Work is starting on the design for the O Dean project and it's off road trail. The bike trail to Otsego school will be completed this summer. Larry Fournier noted that Hakinson & Anderson will over see the waste treatment plant and the water system. Nothing else. 9. CHRISTMAS LIGHTING PROJECT .rF1 The lighting of the city hall will be postponed until next year. Jeff and Tom will go to Menards after Christmas to make the purchases for some of the materials needed. Money will come from the 1997 budget. 10. OLD TOWN HALL PROJECT Historical Preservation Commission meeting is Dec 17, 1997. Jeff is planing to attend. 11. MAYOR LARRY FOURNIER Larry on behave of the city council made presentations and spoke a moment on how the council would lice to thank all members of PRC. and is looking forward with working together again in 1998. 12. OTHER ITEMS OF CONCERN Chair recalled the year of '97 and asked each member to recall the year likewise and share a goal for the future. 13.
