The lot is owned by the City of Otsego and the developer has entered into a purchase agreement to acquire the subject site. The proposed development requires consideration of an application for a PUD Development Stage Plan and conditional use permit for a manufacturing use within the Great River Centre PUD District approved on 13 March 2006. A public hearing to consider the application has been noticed for the Planning Commission meeting on Tuesday, 19 January 2016 at 7:OOPM. Exhibits: A. Site Location B. Building Elevations (2 sheets) C. Existing Conditions D. Site Plan E. Landscape Plan (2 sheets) F. Grading Plan (4 sheets) G. Utility Plan H. Details ANALYSIS Zoning. The subject site is zoned PUD, Planned Unit Development District with uses as allowed in accordance with the B -C, Business Campus District. The proposed manufacturing use is allowed in the B -C District as a conditional use subject to compliance with the general performance standards established in Section 16 of the Zoning Ordinance and a specific prohibition of any outdoor storage. Consideration of the PUD Development Stage Plan and CUP is subject to (but not limited to) the criteria outlined by Section 20-3-2.F and 20-4-2.F of the Zoning Ordinance: 1. The proposed action's consistency with the specific policies and provisions of the Otsego Comprehensive Plan. Comment: The Comprehensive Plan guides the subject site for commercial land uses as part of the Great River Centre of Otsego development. The PUD Development Stage Plan for Great River Center designates the subject site for business -warehousing uses. The 2012 Comprehensive Plan includes a goal to provide for a cohesive land use pattern that ensures compatibility and functional relationships among activities. Based on this goal and the policy to accomplish transitions between different land uses either at mid - block points, so that similar uses front on the some street, or at borders of areas separated by physical barriers, the planned business warehouse development of the subject site is consistent with the Comprehensive Plan. 2. The proposed use's compatibility with present and future land uses of the area. Comment: The subject site is adjacent to the following existing and planned land uses shown in the table below. Development of the subject site with business warehousing uses will be consistent with the character of existing uses and provide for a transition between existing and future retail/service areas to the north and south. The proposed use's conformity with all performance standards contained within the Zoning Ordinance and other provisions of the City Code. Comment: The proposed development will comply with all applicable requirements of the Zoning Ordinance and Subdivision Ordinance, including the performance 2 standards of the PUD District and underlying 8-C District, except as may be specifically modified by approval of the PUD Development Stage Plan. 4. Traffic generation of the proposed use in relation to capabilities of streets serving the property. Comment: The subject site will be accessed by extension of Quaday Avenue south of 85th Street. Quaday Avenue is designated on the Transportation Plan as a commercial/industrial minor collector street, which will provide for disbursement of traffic within the planned commercial area with four accesses to CSAH 42. The capacity of this roadway was considered as part of the TH1011CSAH 39 AUAR. QuadayAvenue is adequate to serve the traffic generated by the proposed use of the subject site. 5. The proposed use can be accommodated by existing public services and facilities and will not overburden the City's service capacity. Comment: The subject site is located within the East Sewer District where the City anticipates provision of urban services, including sanitary sewer and water utilities, with existing capacities to serve the proposed use. Building. The proposed 54,400 square foot building is to be constructed with precast panels. The primary face of the building is at the northwest corner with a prominent section having two stories of windows at the building entrance and windows extending along the north and west elevations of the building corresponding to the location of the office space within the building, creating an attractive appearance when viewed from the commercial area to the north. The loading area on the east elevation is covered by a metal roof and partial side panels for screening purposes. A color rendering provided by the developer indicates a primary dark brown color with lighter brown accents along the building and at the entrance feature. Section 20-17-4.D of the Zoning Ordinance was amended to match the exterior building material requirements for business -warehouse uses to those established by the PUD District Design Guidelines for Great River Centre. For uses subject to the requirements of the B -C District such as the subject site, any elevation of the principal building facing a public right-of- way, the exterior building finish shall be composed of at least sixty-five (65) percent brick, stone and/or class materials and/or integral color architecturally precast concrete panels with a form liner, tooled, natural stone veneer, brick face and/or cast stone type finish, and not more than thirty-five (35) percent EIFS or other precast panel material. Elevations not facing a public right-of-way may utilize any type of textured precast panel. The submitted plans do not include the specifications for the precast panels proposed for the principal building, which must be identified and must comply with Section 20-17-4.D.2 of the Zoning Ordinance, subject to review and approval of the Zoning Administrator. 3 The submitted plans indicate that the majority of the proposed building will be 30 feet measured from grade to the top of the wall. The section at the primary entrance at the northwest corner of the building is 33.5 feet in height. The Great River Centre PUD District established height allowances for the subject site at 28 feet intended to preserve visibility from TH 101 into the commercial portions of Great River Centre to the north. Section 20-17-3.B.9 for the Zoning Ordinance allows height increases of up to three feet for parapet walls above the applicable height limit established by the Zoning Ordinance, which allows for the 30 foot height limit of the majority of the building. The 33.5 foot height of the building entrance section is appropriate to add visual interest and significance to the primary entrance of the building and is limited horizontally so as not to interfere with the visibility of Great River Centre from TH 101. As such, we recommend allowing the additional building height as proposed as part of the PUD Development Stage Plan. The developer will need to provide additional detail regarding the location of roof top equipment, which must be screened or located so as not to be visible from Quaday Avenue in accordance with Section 20-16-7.E of the Zoning Ordinance. Landscaping. The developer submitted a landscape plan for the subject site indicating plantings at the north and west lot lines and at the foundation of the building on the north, west and south elevations. The submitted landscape plan indicates that in -ground irrigation is provided to all turf grass areas, planting beds and the boulevard as required by Section 5-7- 3.B.4.b of the City Code. We recommend the landscape plan be revised to: ■ Extend the boulevard landscaping to the south lot line. ■ Plant trees along the south property line consistent with the treatment along the north property line. The lot coverage and impervious surfaces on the subject site are at (or just above) the limits established by the preliminary plat approval. Flexibility to allow the proposed lot coverage and additional building coverage with the planned expansion can be allowed as part of the PUD Development Stage Plan for the subject site based on the additional greenspace provided for the development by the regional storm water pond within Outlot K, Great River Centre to the southeast. All other lot requirements applicable to the subject site are complied with. Access. The subject site is to be accessed from Quaday Avenue, which the City will construct as a public improvement project south of 85th Street. The subject site will have two driveways to M Quaday Avenue to allow for separation of passenger vehicle and semi-tractor/trailer traffic. The north driveway is setback 200 feet from the 85th Street and Quaday Avenue appropriate for location of a driveway onto a commercial collector street. The second driveway is 100 feet to the south, with a driveway parallel to the south side of the building to access the loading area on the east elevation. The site plan indicates that the south driveway may be relocated in the future to accommodate a future building expansion. In order to avoid having to remove curb and portions of Quaday Avenue, City staff recommends that the south access be constructed initially at the southern -most location and the drive aisles revised accordingly. Section 20-21- 4.H.7.b of the Zoning Ordinance allows commercial driveway widths to be 24 feet wide unless approved by the City Engineer for circulation purposes. The north driveway is 26 feet wide and the south driveway is 40 feet wide. City staff recommends that the north driveway be revised to be 24 feet wide, but that the south driveway width as proposed is necessary for adequate access to the parking and drive aisles. Off -Street Parking. The table below illustrates the calculation of required parking for the proposed building in accordance with Section 20-21-9 of the Zoning Ordinance: Use Requirement Gross Area Required Stalls Office 3 stalls + 1 stall/200sf. Section 20-21-4.H of the Zoning Ordinance requires off-street parking stalls to be a minimum of 9 feet x 18 feet accessed by a minimum 24 foot wide drive aisles and the site plan complies with these dimensions. The parking stalls and driveways are required to be surfaced with asphalt and surrounded by perimeter concrete curb, as indicated on the submitted plans. The specifications for the asphalt surface and concrete curb are subject to review and approval of the City Engineer. Grading Plan. The subject site is within the 100 -year floodplain requiring that the building be elevated above the regulatory flood elevation. Parking areas and drive aisles are allowed to be three feet below the regulatory flood elevation. All storm water drainage from the subject site is to be directed to the regional storm water basis at the southeast corner of Outlot A, Great River Centre 4th Addition. The developer also must apply to FEMA for a Letter of Map Revision (LOMR) to formally remove the subject site from the 100 -year floodplain. The developer has submitted a preliminary grading plan and storm water calculations in coordination with the City Engineer for construction of Quaday Avenue for the subject site. Storm water management includes construction of a storm water basin and outlet to the regional storm water pond to the southeast of the subject site across Lots 2 and 3, Block 1 Great River Center 4th Addition (currently final platted as Outlot A). The developer will need to prepare a drainage and utility easement to be recorded over storm water facilities within Outlot A. All grading, drainage and erosion control issues and easements are subject to review and approval of the City Engineer. E Utility Plan. The proposed development is to be served by municipal sanitary sewer and water utilities being extended to Great River Centre 4th Addition as part of the Quaday Avenue project undertaken by the City. The developer has submitted a utility plan for the subject site in coordination with the City Engineer and plans for construction of Quaday Avenue. The utility plan should be revised to relocate the storm sewer to the south and outside of the area planned for expansion of the building, along with the drive aisles as noted above. All utility issues are subject to review and approval of the City Engineer. The purchase agreement for the subject site and approval of the Great River Centre 4th Addition final plat deferred payment of $34,141.70 for water availability charges and $48,912.68 for sewer availability charges to be paid by the developer. The developer is also responsible for payment of utility connection charges for the proposed principal building, which is calculated in accordance with Chapter 6, Section 1 of the City Code using the Metropolitan Council Environmental Services SAC schedule and paid at the time a building permit is issued in accordance with the 2016 fee schedule. Exterior Lighting. The submitted plans do not identify provision of exterior lighting, except for wall pack lighting mounted on the building, which is subject to Section 20-16-10 of the Zoning Ordinance. All lighting fixtures must have a 90 degree horizontal cut off and may not be mounted higher than 25 feet. A photometric lighting plan must be prepared that details the location of all exterior light fixtures, the height of the fixtures and the illumination pattern of all exterior fixtures. The photometric lighting plan is subject to review and approval of the Zoning Administrator. Signs. The submitted plans do not include information regarding proposed wall or freestanding signs for the subject site. Wall signs are to be allowed on all four exterior walls of the principal building and are subject to the provisions of Section 20-37-5.0 and 20-37-6.F of the Zoning Ordinance for commercial uses within the Freeway Corridor District adjacent to TH 101. A sign permit subject to review and approval of the Zoning Administrator is required prior to installation of any signs upon the subject site. Trash. Section 20-16-15.13 of the Zoning Ordinance requires that trash containers be maintained within the principal building or, if stored outdoors an enclosure constructed of materials consistent with that of the principal building be provided. The submitted plans do not identify a location either within the building or for an exterior enclosure. Construction of an exterior trash enclosure will be subject to review of the Zoning Administrator. Development Agreement. Section 20-36-7.0 of the Zoning Ordinance requires the developer to enter into an agreement with the City regarding approval of the PUD Development Stage Plan (and CUP), which will include payment of fees and provision of securities to ensure completion of the project. The development agreement will be drafted by the City Attorney and is subject to approval of the City Council. CJ RECOMMENDATION The proposed development is consistent with land uses guided by the Comprehensive Plan and allowed by the PUD District and complies with applicable performance standards. Our office recommends approval of the application as outlined below. POSSIBLE MOTIONS A. Motion to approve a PUD Development Stage Plan and Conditional Use Permit for P&F Machine on Lot 1, Block 1 Great River Centre of Otsego 4th Addition subject to the following stipulations: The exterior materials for the principal building must be identified and must comply with Section 20-17-4.D.2 of the Zoning Ordinance, subject to review and approval of the Zoning Administrator. 2. Roof top mechanical equipment must be screened or located so as not to be visible from Quaday Avenue in accordance with Section 20-16-7.E of the Zoning Ordinance, subject to review and approval of the Zoning Administrator. The landscape plan shall be revised as follows and is subject to review and approval of City staff: a. Extend the boulevard landscaping to the south lot line. b. Plant trees along the south property line consistent with the treatment along the north property line. 4. The north driveway to Quaday Avenue shall be revised to be 24 feet wide and the south driveway revised to access Quaday Avenue at the southern -most location as shown on the submitted plan to allow for possible future expansion of the principal building, subject to review and approval of the City Engineer. 5. The specifications for the asphalt parking stalls and driveways and perimeter concrete curb shall be subject to review and approval of the City Engineer. 6. All grading, drainage and erosion control issues and flood plain issues are subject to review and approval of the City Engineer. The developer shall prepare a drainage and utility easement to be recorded over proposed storm water management facilities within Outlot A, subject to review and approval of the City Engineer 7 7. A photometric lighting plan shall be prepared that details the location of all exterior light fixtures, the height of the fixtures, and the illumination pattern of all exterior fixtures, subject to review and approval of the Zoning Administrator. 10. Wall signs shall be allowed on all four exterior elevations; a sign permit subject compliance with Section 37 of the Zoning Ordinance and approval of the Zoning Administrator is required prior to installation of any signs upon the subject site. 11. Trash containers shall be stored within the principal building or, if stored outdoors, shall be kept within an enclosure in compliance with Section 20-16- 15.13 of the Zoning Ordinance, subject to review and approval of the Zoning Administrator. 12. The developer shall execute a development agreement with the City, subject to review by the City Attorney and approval of the City Council. B.
