After receiving comment and feedback from the October 14, 2009 public open house and Park
and Recreation Commission meeting, the following park design issues have been studied in more
detail to guide the implementation of playground and site improvements at River Place Park.
(See attached site plan.)
PLAY EQUIPMENT
With the recommendation for incorporating a more conventional post and deck K-5 (6 to 10 year
old) structure, play equipment layout concepts were solicited from three different play vendors
(Gametime, Playworld, and Big Toys) and evaluated for the quantity and play value of each
layout. Based on the determined play container size, both Gametime and Big Toys appear to
offer more play events than Playworld. (See attached.) Gametime play equipment is currently
installed in other City parks and has a good track record for maintenance and durability. The Big
Toys structure offers similar types of play events and utilizes recycled steel and plastic which is
marketed as a more "green" product and offers a slightly different look than Gametime. SRF
recommends selecting either Gametime or Big Toys to supply play equipment for the K-5
container.
For the Pre K (2 to 5 year old) play container, SRF recommends installing Kompan play
equipment which is more focused on providing a fantasy play experience rather than motor skill
development. (See attached.) Different types of Kompan play equipment can also be selected to
meet both the needs of group and individual play for younger children.

SPORT COURT TENNIS COURT SURFACING
Several different types of alternative surfacing for the tennis court area were evaluated to
determine if it could reduce long term maintenance and installation costs. Sport Court and other
vendors offer a modular plastic tile system which can be installed on bituminous or concrete
surfacing. (See attached.) It adds $20,000 to $25,000 to the initial installation cost but would
require less maintenance over the long term by not having to recolor coat the court ($5,000 per
application) every 5 to 8 years. After discussing the installation of this surfacing with other
communities, it appeared it was being utilized more often to renovate existing tennis courts
where the pavement had degraded beyond the point of usability and is a cheaper alternative to
demolishing a tennis court and installing a new one. Based on the tennis court being a new
installation at the park, SRF would not recommend installation of the modular plastic tile system
based on the 20 to 30 years needed to recoup the costs.
ICE SKATING AREA
Based on a neighborhood desire to incorporate winter ice skating within the park, SRF
recommends utilizing the ag lime infield area by leveling the mound area to create a small berm
around the perimeter of the infield in order to keep it off surrounding turf areas. (See attached
sketch.) When lawn areas are continually flooded, the soil structure becomes compacted and is
unable to support turf grass without a lot of continual maintenance. Keeping the flooded area
within a smaller footprint will also make it easier to maintain.
The storm pond could also potentially be used as an open skating area if water levels are high
enough to support a 2 to Moot depth of ice. Establishing quality ice on these types of water
basins is often difficult because of the soft shell ice that develops on the edges where there is not
an adequate depth of water to create quality ice for skating.
The other factor that influences the quality of open skating areas is maintenance. Without a
commitment from the City or neighborhood residents to continue to reapply water and clear
snow from the skating area, it will be difficult to maintain a usable skating area during the winter
months.
