RECOMMENDATION:
Recommend authorizing advertisement for bids for the West Wastewater Treatment Facility Project.
ARE YOU SEEKING APPROVAL OF A CONTRACT?
IS A PUBLIC HEARING REQUIRED?
No
No
BACKGROUND/JUSTIFICATION:
The West Wastewater Facility Project is on schedule for construction this summer. Due to the
complexity of the project and Council's familiarity of the project, I will not go into detail about the
project other than to state that the next step in the project is to authorize advertisement for bids.
Scott Schaefer, AE2S, will give a brief summary of the project at the Council meeting. The Public Works
Subcommittee reviewed the project timeline, bid proposal and suggested bid alternates and
recommends authorizing advertisement for bids. The attached documents provide information on the
estimated cost, bid packages, and alternates.

Alternate 2 and 3 Summary
Public Works Sub -Committee, January 19, 2016
I. General Summaiy of Control Alternates
Alternate 2 and Alternate 3 were added to the project relatively late in the design
process as it was realized that potential savings could be realized with an upgrade of
the West WWTF main PLC controls (Alternate 2) and that the city-wide SCADA
system should also be upgraded (Alternate 3).
H. Alternate Cost Summary
a. Base Bid Cost of PLC: $38,000
b. Alt 2 = $50,400 increase over base bid
c. Alt 3 = $8,600 increase over base bid
III. Base Bid Package
a. Bid Scope
i. Control Panel SCP-3A $15,500
ii. SCP-3 Operator Interface $2,000
iii. Panel Installation Labor $3,500
iv. Startup $10,000
v. Upgraded Allen-Bradley SLC PLC Processor $7,000
1 This PLC would be obsolete upon programmed upgrade (in the.
CIP) to Controllogix
2. Approximately $20,000 in programming would be required during
construction that would also be wasted
- — b. Programming during construction— approximately $30,000 -
IV. Alter-nate 2 Detail
a. Alternate 2 Bid Scope:
i. Control Panel SCP-1 Upgrades (new PLC, new operator interface, new
Ethernet switch, new radio, installation) $28,600
ii. Control Panel SCP-2 Upgrades (new PLC, new operator interface, new
Ethernet switch, new radio, installation) $14,600
iii. Control Panel SCP-3 Upgrades (new PLC, new Ethernet switch, new
radio, installation) $14,200
iv. Remove SLC PLC Processor from Base Bid-$7,000
v. Base plus Alt 2.: $57,400 - $7,000 = $50,400
b. Approximate $20,000 increase in programming cost over base
V. Alternate 3 Detail
a. Alternate 3 Bid Scope:
i. Tower 2 Upgrades (new PLC, new Ethernet switch, new radio,
installation) $8,600
b. Approximate $22,000 increase in programming (this is the master telemetry site
for communication between all Otsego sites and will need to modify PLC logic at
all sites.)
VI. Notes
a. Costs are within approximately plus/minus 10-percent.
b. Additional design for alternates: $10,000 (max)
