ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: The West Wastewater Facility Project is on schedule for construction this summer. Due to the complexity of the project and Council's familiarity of the project, I will not go into detail about the project other than to state that the next step in the project is to authorize advertisement for bids. Scott Schaefer, AE2S, will give a brief summary of the project at the Council meeting. The Public Works Subcommittee reviewed the project timeline, bid proposal and suggested bid alternates and recommends authorizing advertisement for bids. The attached documents provide information on the estimated cost, bid packages, and alternates. BUDGET INFORMATION FUNDING: BUDGETED: X ❑ YES Wastewater Fund ❑ NO January 21, 2016 West WWTF Digester Expansion Project Summary Project Purpose: To provide the original design capacity of the aerobic sludge digestion system and mitigate odor issues from the existing digestion system at the West WWTF. The Project generally consists of the following primary components: • Construction of two (2) new aerobic digester tanks and associated equipment. • Installation of two (2) new positive displacement blowers and appurentances. • Electrical and instrumentation and controls improvements to accommodate the new process systems. • Three (3) potential Alternates as selected by Owner. Construction Cost Opinion • Base Bid: $1,684,000 • Alternate 1 (Odor Control Unit): $150,000 • Alternate 2 (Control Panel Upgrade): $57,400 • Alternate 3 (City-wide Communication Upgrade): $8,600 Proposed Schedule: • January 25 — Council approval to advertise for bids • January 27 - Advertise for Bids (City website and QuestCDN) • February 23 — Bid Opening • March 14 — Contractor Recommendation/Award at City Council meeting (first March meeting) • October 1, 2016 - Substantial Completion • November 1, 2016 - Final Completion Scott Schaefer, PE* Wastewater Practice Leader Advanced Engineering and Environmental Services, Inc. General Summaiy of Control Alternates Alternate 2 and Alternate 3 were added to the project relatively late in the design process as it was realized that potential savings could be realized with an upgrade of the West WWTF main PLC controls (Alternate 2) and that the city-wide SCADA system should also be upgraded (Alternate 3).
