BACKGROUNDMUSTIFICATION:
Streets PW#11 Replacement
Part of the adopted 2016 Vehicle CIP includes the replacement of the 2000 International tandem axle
snow plow truck. As of Jan. 19, the truck had 70,200 miles and is equipped with a front plow, front wing
and underbody plow. Staff is recommending that it be replaced with a similar tandem axle chassis, front
plow, underbody plow and rear wing versus a front wing and a stainless steel elliptical dump box, sander
and pre -wet tanks.
Staff has requested quotes from Nuss Truck & Equipment for a Mack chassis and Boyer Ford for a
Western Star chassis. The specifications for the two trucks were nearly identical other than the Western
Star chassis was lacking a couple of items from the bid spec that were available options on the Mack
chassis. Those items are:
• Roadwatch, ambient air/road temperature sensing equipment
• Stainless steel coolant lines
• Rust resistant oil pan
State contract pricing for the Mack and -Western Star was $113,620.12 and $117,124 respectively. Nuss
Truck & Equipment and Boyer Ford both offered the city trade-in valuations of $17,000 and $25,000 for
the used International. After trade-in price, taxes and licensing are applied, the Mack is $4,788.19 more
than the Western Star. Although the Western Star bid is the low bid, it is not being considered as a valid
bid because the chassis did not meet the City's bid specifications. Staff is recommending that we trade in
the 2000 International to Nuss Truck & Equipment and purchase a Mack chassis from them as well.
Purchase price for the chassis after trade-in and applicable taxes and licensing is $102,995.25
Staff also requested quotes for the buildout of the tandem chassis from Towmaster Inc. and Crysteel
Truck Equipment. Quotes for the buildout were $107,036 and $113,895.71 respectively under state
contract pricing. Staff is recommending that the buildout of the chassis be completed by Towmaster Inc.
for the price of $107,036. Final purchase price for the truck net trade-in is $210,031.25.
Utilities PW#18 Replacement
The 2016 Vehicle CIP also includes the replacement of the Utility Departments PW#18, a 2006 Chevrolet
extended cab '/z ton. As of Jan. 13, 2016 it had 85,834 miles on it and also had a vehicle rating of 16 out
of a possible 17 for a light duty vehicle. The truck has been notorious for oil consumption and the
body/bumpers are in poor shape. Staff has requested state contract pricing for replacement of the truck
through Midway Ford with the recommendation of a 3/ ton versus a'/ ton pickup. Midway Ford has
offered the city $4,000 for the trade-in of the vehicle. Final purchase price of the truck from Midway Ford
is $26,332.30 after trade-in, taxes and applicable licenses. Final pricing for the truck is as follows:

Parks new % ton purchase
CIP also includes the purchase of a'/ ton extended cab to be used by the Parks and Streets staff. Both
departments continually have a shortage of light duty vehicles primarily in the summer with all of the
additional staff hired by both departments. The purchase of this truck was originally supposed to be a
replacement of BD#17, a 2006 Chevrolet extended cab 4x4 which has 90,200 miles on it as of Jan. 19,
2016. The truck has a vehicle rating of 16 out of a possible 17 but staff is still recommending that the
truck be retained and that a new 3/ ton be purchased as an overall addition to the fleet. The 3/ ton
extended cab would be identical to the vehicle that the Utility Department is recommending above. Final
purchase price for the vehicle under state contract pricing from Midway Ford is as follows:

Streets new one ton dump purchase
The CIP also includes the purchase of a one -ton equipped with a dump body to be used by the Parks and
Streets staff. The purchase of this truck was originally supposed to be a replacement of PW#38, a 2006
F-350 dump body with 51,280 miles on it as of Jan. 19, 2016. The truck has a vehicle rating of 15 out of
a possible 18. Staff has recommended that the truck be retained and a third one -ton dump body be
added to the fleet. Staff requested state contract quotes for an F-350 chassis from Midway Ford. The
quote was higher than the original estimated price because staff opted to upgrade the truck to a diesel
motor versus the standard 6.2L gas motor for economy and performance benefits. Staff also requested
state contract prices for the buildout of the chassis from Crysteel Truck Equipment and Aspen Equipment.
Pricing for the buildout of the one -ton were $13,979.87 and $14,315 respectively. The buildout of the
one -ton includes the box, hydraulics and strobe package. Staff is recommending that the F-350 chassis
be purchased through Midway Ford and that the buildout be completed by Crysteel Truck Equipment.
Final purchase price for the vehicle under state contract pricing from Midway Ford and Crysteel Truck
Equipment is as follows:

Exhaust Systems: WAh the new EPA mandated diesel exhaust systems for 2007 and newer many changes are taking place. Manufacturers are often unable to depict accurately how the exhaust
systems are configured and have difficulty stipulating whether certain components (Le. PTOs and pumps) may fit in the confined spaces beneath the truck. 2007 EPA COMPLIANT DIESEL EXHAUST
SYSTEMS CANNOT BE MODIFIED, RELOCATED OR REPLACED BY ASPEN EQUIPMENT. Due to evolving designs, Aspen Equipment can not maintain expertise on every
chassis/engine/transmission/exhaust configuration possible, regardless of who orders or specifies ft. Nor can Aspen Equipment guarantee that a chassis ordered today will not change in design prior to
delivery from the factory. Therefore, Aspen Equipment does not warrant that quoted products can be installed on a chassis without modifications to the chassis or products installed. As such, Aspen
Equipment will not be responsible for the cost of modifications due to exhaust systems conflicting with the installation of quoted products. Aspen Equipment will make every reasonable effort to ensure
that installations are completed without additional charges to the customer.
