Staff recommends moving the purchase of a ballfield groomer from 2017 to 2016 and purchasing a used
model $8,470.

BACKGROUND/JUSTIFICATION:
The City currently has the capacity for three full size soccer fields, five youth size soccer fields, and five
baseball fields during the summer. In addition, during the fall the City's current field configuration is 16
4v4 soccer fields, and 3 flag football fields. With the construction of Northwood Park the City's field
capacity will increase potentially by one baseball field and one soccer field.
Currently, the City paints the lines for these fields with a retro fitted tank that was installed on the UTV
two years ago. This system has performed well and allows staff to paint multiple fields with one tank of
paint. This system was an upgrade from the walk behind painter that could only be loaded with five
gallons of paint at one time. In the summer of 2015, Kromer Company provided staff with a demo unit
for a week, staff painted all of the fields with the unit and discovered that the unit used half of the paint
and required half of the staff time as the retro fitted tank did.
Staff estimates that in 2015 the parks department used approximately 180 gallons of paint at an average
cost of $14 per gallon and the staff time to paint was approximately 112 hours at $10 per hour. The
estimated cost to paint the fields in 2015 was approximately $3,640. Fees charged to the youth
associations for field maintenance and tournaments assist in offsetting a portion of these costs. The
total fees collected in2015 was approximately $4,900. Staff further estimates that if these fields were
painted using the Kromer that the City would of spent approximately $1,820 which is a cost difference of
$1,820.
Staff included in the 5 year Capital Improvement Plan $26,000 in 2017 for a new paint/ ballfield drag,
which is the same unit that was demoed in the summer of 2015. On January 51h of 2016, staff was
contacted by the Kromer Company with information that a used Kromer B200 was just taken in on trade
and that this vehicle would be updated and ready for purchase. The quoted amount is $8,470 which
includes the same high pressure spray system used in the summer and also includes a power grooming
rake for ballfields. This grooming rake would allow staff to trailer the Kromer with the mowers to other
locations like Zimmer Park and Frankfort Park to groom and paint those fields. Currently the grooming
and painting need to be done separately due to space on the trailers and the size of the currently
equipment. Staff is recommending moving the purchase of a field painter forward one year from 2017
to 2016 and purchasing a used Kromer B200 with a one year warranty. The cost difference in
proceeding with purchase of a used painter in 2016 vs buying a new painter in 2017 is approximately a
savings of $16,530. If approved for purchase, the return on investment from the purchase of the
Kromer would occur in approximately 4.5 years. This ROI does not factor in the time saved by trailering
the Kromer with the mowers to groom the fields at the same time the parks are being mowed.
