Staff recommends approval of Resolution 16-06 Authorizing Hakanson Anderson to prepare a Feasibility
Report regarding the Street Improvements for streets within James Addition.

BACKGROUND/JUSTIFICATION:
The City of Otsego has implemented an Annual Street Renewal Plan in which every street receives a
pavement condition index (PCI) rating and the lowest scored streets are evaluated for receiving an overlay
or reconstruction. The streets deemed most critically needing improvement are placed in the Capital
Improvement Plan. Streets within James Addition are scheduled for 2016.
James Addition was originally paved 26 years ago. The street scored 42 out of 100 on the Pavement
Condition Index completed in 2015. It is one of the lowest scoring areas in the City and has been on the
Capital improvement Plan for several years. Last year a large patch was required due to a stretch along
88th Street failing. There are approximately 30 homes which have direct access to the street within James
Addition.
The estimated project cost for James Addition Street Improvement is $153,900.
Street Renewal Projects are assessed 50% of the project costs to benefiting properties on a per unit basis.
The other 50% of the project costs are paid by the City. Authorizing a Feasibility Report is the first step in
the assessment project.

RESOLUTION NO. 2016 -06
RESOLUTION ORDERING PREPARATION OF FEASIBILITY REPORT FOR THE
IMPROVEMENT OF STREETS WITHIN JAMES ADDITION (87T" ST, 88T" ST AND
PACKARD AVENUE)
WHEREAS, it is proposed to improve streets within James Addition (87th St.,88th
St. and Packard Avenue), which is twenty six years old and in need of improvement,
and to assess the benefited property for all or a portion of the cost of the improvement,
pursuant to Minnesota Statutes, Chapter 429,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF OTSEGO,
MINNESOTA;
That the proposed improvement be referred to Hakanson Anderson for study and
that they are instructed to report to the council with all convenient speed advising the
council in a preliminary way as to whether the proposed improvement is feasible and as
to whether it should best be made as proposed or in connection with some other
improvement, and the estimated cost of the improvement as recommended.
