ITEM 7.2 CSAH 37P OtCI�ezoF MINNESOTA V Request for City Council Action ORIGINATING DEPARTMENT: REQUESTOR: MEETING DATE: Public Works City Engineer Wagner January 25, 2016 PRESENTER(s): REVIEWED BY: ITEM #: City Engineer Wagner City Administrator Johnson 7.2 AGENDA ITEM DETAILS II RECOMMENDATION: City staff is seeking direction from the City Council as to whether the City would initiate a public improvement project to consider extension of Quaday Avenue south of CSAH 37 or if such project is to be initiated by the property owners in accordance with the City's assessment ordinance established as Dart of the Citv Code. No No BACKGROUND/JUSTIFICATION: In light of the Duke Realty's ability to fill all of Gateway North Industrial Park in a matter of a couple of years, City Staff met with property owners of land south and west of the intersection of TH101 and CSAH 37 several weeks ago. Discussions centered on planning efforts for the potential of large warehouse/ industrial property along the west side of TH101. This would require Quaday Avenue south of CSAH 37 be constructed in a manner which accommodates the proposed industrial uses. Quaday Avenue south of CSAH 37 is part of the City of Otsego's transportation plan and is a non -existing Municipal State Aid route which connects to St. Michaels Quam Avenue. The property owners stated that in order for them to move forward, they needed a comprehensive estimate to determine how viable constructing an industrial park would be at this time. They are requesting the City complete a study to determine allowable locations of Quaday Avenue and cost estimates for those alternatives. This area has several wetlands, two large high pressure natural gas mains and extensive rolling topography along with several homes that may be impacted. To determine viable alternatives, costs and other ramifications, it is City Staffs opinion that a Feasibility Study must be completed. We are estimating the cost to complete the study at $6,000. A proposal is attached. Some additional other consultant staff time and City time may be necessary to complete the Feasibility Report. Generally, developers will complete much of the initial planning, which the City reviews and comments on during the early stages of the development process. Section 6-4-4 of the City Code outlines the procedures for property owners to request the City undertake a public improvement project. This process involves submission of a formal petition by the property owners along with an agreement to pay all costs in consideration of the petition as well as agreement to pay all costs with the preparation of the feasibility report. The City has not received a formal petition. The City has several options. 1) Complete the feasibility study at City cost. 2) Complete the feasibility study at City cost and recoup at time of development with an agreement or by assessment. 3) Complete the feasibility study at property owners cost with an agreement. 4) Complete the feasibility study splitting the costs with property owners with an agreement. 5) Deny the property owners request to initiate and require the property owners to determine the location and costs and present to the City for their review. It is our opinion that estimating project costs for basically the Quaday Avenue Improvement south of CSAH 37 to 65`h St and possibly to connect with Quam Avenue requires a Feasibility Report. The Feasibility Report would encompass: • Reviewing wetland and soils maps to determine adequate locations of the street. • Using Lidar topography for design and calculation of estimated earthwork. • Setting vertical and horizontal curves based on a design for 40mph traffic speeds • Providing at least two viable alternative routes. • Estimating traffic volumes to determine needed street section • Preparing project cost estimates for all components of the improvement o Street o Water o Sanitary o Storm • Prepare estimated cost per acre for potential assessments We estimate the Feasibility Report to cost $6,000. We anticipate some review time from the City Planner and other City Staff. If an agreement is necessary with the property owners, the City Attorney would need to expend some time creating that agreement document also.
