All of them show there is plenty of room for a Little League ball field and the necessary parking. These drawings also show that there are a variety of options available for the sizing of ball fields in this area. Option A shows two Little League ball fields. Option B shows four ball fields the same size as the existing four fields, any of which could be converted into a Little League field. Option C shows one field the same size as the existing fields and one legion or town ball sized field. Option D shows a Little League field, a legion field and a regular field. The Park & Recreation Commission and the City Council will be discussing these and other options. After their discussion staff will contact you and go through the issue in greater detail. City staff was also to make contact with the agent representing the 2.5 acre property at the northwest corner of the Wilson property with the intent to acquire it for access to the Wilson property aligned with 87th Street. City staff has learned that the 2.5 acre parcel has been sold and the new owner already closed on the property. The timing of the sale suggests that the new owner had a purchase agreement for the property before the City had started discussions about acquiring the Wilson property. City staff is seeking a recommendation to the City Council from the Parks and Recreation Commission on how to proceed regarding the Wilson property based on the following options: Approach the new owner of the 2.5 acre parcel about a land swap that would allow the City to acquire sufficient land for access to 87th Street. Squaring the 2.5 acre parcel with the proposed parcel to be retained by Chris Wilson nets an area of approximately 1.5 acres with the existing pole barn included as shown on the attached drawing. 2. Pursue acquisition of the Wilson property based on vehicular access to be obtained from 85th Street at the southeast corner of the parcel. This access location is not ideal in that it does not meet the 500 foot intersection spacing requirements along 85th Street with the distance from Ogren Avenue being only 200 feet. We would note however that east of Ogren Avenue there are single family lots directly accessing 85th Street that were developed before the spacing requirements adopted. This scenario would also involve utilizing area within the 24.9 acres to be acquired for an off-street parking lot. 3. Discontinue efforts to acquire the Wilson property. The Parks and Recreation Commission will consider this issue at their meeting on 13 October 2010. C. Attached is the concept plan and preliminary cost estimate prepared by SRF. Exhibits: A. Concept Plan B. Cost Estimate ANALYSIS ■ With approval of the Concept Plan, the next step in the process would be preparation of plans and specifications. SRF would be anticipated to prepare plans and specifications for the park elements with the City Engineer responsible for the civil elements such as surveying, parking lot and driveway designs, etc. City staff will discuss with the City Council management of the project based on Frankfort Park and experience gained through that process. The process to be followed for building Darkenwald Landing will affect the plans and specifications and the costs for that work. Once the City Council provides direction as to the project management, SRF and the City Engineer can provide quotes for preparation of the plans and specifications to be considered by the City Council. ■ Once plans and specifications are completed and approved, the project can be put out for bids for construction as early as 2011. ■ Planning and construction for Darkenwald Landing would be funded from monies in the Community Facilities Fund.
