BACKGROUND
Ms. Chris Wilson attended the Parks and Recreation Commission meeting on 11
August 2010 to discuss an offer to sell the City a portion of the property owned by her
and her sister at the northeast corner of Odean Avenue and 85th Street for park
purposes. The Parks and Recreation Commission is scheduled to tour the property at
7:00 PM on 8 September 2010. Commissioners should meet at City Hall and go to the
site together for the tour. Ms. Wilson will meet the group on the property and provide
the tour.

ANALYSIS
■ The Future Park and Trail Plan identifies this property as a potential future park
site. Existing trails on Odean Avenue and 85th Street pass the property.
The property is approximately 1.5 miles from Prairie Park and one mile from
School Knoll Park (by street/trail). Based on the desired service radius of one-
half mile for neighborhood park facilities, this property would be ideally located
for providing play facilities for surrounding existing neighborhoods if such a need
is identified.
The existing natural condition of the property would be appropriate for
development of an off-street trail system that provides passive recreation for
pedestrians, bikers, etc. This type of recreation opportunity is an important part
of the City's park and trail system as it has greater appeal and is used more by
older people than active park facilities. This would likely be the primary use of
the property in contrast with more developed neighborhood park facilities the City
has constructed.
Access to the property would be from 85th Street at the southeast corner. There
is an abutting 2.5 acre parcel (PID 118-500-211301) being offered for sale
adjacent to Odean Avenue that if acquired would allow for an access to be
extended in an alignment with 87th Street. This parcel is currently developed only
with an existing pole building and has limited use without a house being
constructed upon it.
The property to be acquired by the City is 24.9 acres in area. Of this, 16.6 acres
is developable property outside of Hall's pond and the stormwater basins.
■ The purchase price has been proposed by the property owners to be calculated
as follows:

■ The proposed purchase price is consistent with recent comparable sales in the
area and City practices for discounting the value of land encumbered by existing
drainage and utility easement.
■ Funds for acquisition of the property would be drawn from the Community
Facilities fund which as a current balance in excess of $1 Million dollars.
■ The property owners have outlined additional considerations as to the naming of
the park and potential limitations on its use that should be discussed by the
Parks and Recreation Commission.
■ The City Council Administrative Subcommittee discussed the acquisition of the
property and supported consideration by the Parks and Recreation Commission
and full City Council.

CONCLUSION
Possible acquisition of the Wilson property is to be discussed as part of the regular
Parks and Recreation Commission meeting on 8 September 2010 following the property
tour. City staff requests a recommendation by the Parks and Recreation Commission
to the City Council regarding purchase of the property.
POSSIBLE ACTIONS
A. Motion to recommend the City Council negotiate the purchase of the Wilson
property for community park purposes.
B. Motion to recommend the City Council not pursue acquisition of the Wilson
property at this time.
