ITEM 5.1
The Parks and Recreation Commission discussed possible park project priorities for
2010 at their meeting on 13 January 2010. The current down turn in development has
resulted in a favorable bid environment for City improvement projects such as parks.
City staff has developed the following list of potential projects to start the discussion.
Several of these projects would be funded using community facilities funds.

ANALYSIS
Park and Trail Funds. The park and trail funds have the following balances as of 31
December 2009. Note that the park development funds will be reduced with costs
incurred for pending construction of Frankfort Park.
Park Development Fund: $867,000.00
Community Facilities Fund: $1,024,000.00
Potential Projects. The following projects were identified by the Parks and Recreation
Commission at their meeting on 13 January 2010. City staff has provided additional
information and cost estimates as applicable.
Otsego Elementary Ball Fields. City staff had suggested further discussions
with ISD 728 as to a joint use agreement that would provide for improvement of
playfields at Otsego Elementary. However, a basic service agreement for the
Community Education program of which joint use of the facilities has not been
reviewed yet even in draft form. City staff recommends that any discussion
regarding the ball fields be deferred until the basic services agreement has been
completed.
Norin Landing. The Parks and Recreation Commission has previously
approved a concept plan for development of a Mississippi River landing at the
north terminus of Kadler Avenue. Since the concept plan was approved, DNR
staff approached the City regarding potential funding for improvement of the
existing boat launch and trailer parking facilities at this location in the 2011-2012
State budget biennium .
City staff discussed the issue with DNR staff again in recent weeks. DNR staff
said that because of the current State budget deficit issue there is no ability to
formally commit funding for the project at this time. However, DNR staff said
that the improvement of access to the Mississippi River at this location remains a
priority. DNR staff suggested that the likelihood of obtaining funding either at the
end of a budget year or in the next biennium would be increased if the project
were "shovel ready".
Taking the project from concept plan to shovel ready would involve preparation of
plans and specifications for the boat launch, off-street parking areas and
improvements to Kadler Avenue. Preparation of plans and specifications would
also allow for a more accurate estimate of construction costs that would be used
to further discuss funding from the DNR. The City Engineer has provided a
quote to complete the plans and specifications for the boat launch, off-street
parking areas and Kadler Avenue improvements at Norin Landing for a cost not
to exceed $7,500. This project would be paid for from community facilities funds.
Trail connections. The Parks and Recreation Commission suggested looking at
construction of trail segments that would make needed connections. City staff
has identified the following four trails. No estimate is provided for each of the
projects because of the number of variables. The Parks and Recreation
Commission should provide direction as to which if any of these projects should
be pursued. Except as noted, these projects would be paid for from park
development funds.
North Parrish Avenue. There is an existing trail along the east side of
Parrish Avenue (CSAH 42) from CSAH 39 to the north line of the
Waterfont development. There is also a sidewalk on the west side of
Parrish Avenue from north of 96th Street to the Mississippi River bridge.

Providing a trail along CSAH 42 would provide a connection between the
Otsego trail system and the Elk River trail system. The Elk River system
is further connected to regional trails being completed to Princeton.
Completion of this trail segment would require likely right-of-way
acquisition and construction costs. Because the trail is along a County
road and provides connection to adjacent communities, use of community
facilities funds for this project would be appropriate.
2. 70th Street. Trails along Quaday/Quaker Avenue and Queens Avenue
and access into the Wildflower Meadows neighborhood at Quenroe
Avenue are disconnected with a missing trail segment along 70th Street
(CSAH 37). The City Engineer will need to review the feasibility of the
trail along the north side of the roadway based on right-of-way and
wetland issues.
3. Randolph Avenue to Queens Avenue. The Riverpointe and River place
neighborhoods are isolated from the balance of the park and trail system.
There will eventually be sidewalks and/or trails to provide a connection
between existing trails along Randolph Avenue and Queens Avenue.
The Parks and Recreation Commission has discussed attempting to
acquire an easement for a temporary trail across two parcels to the north
of Riverpointe and the East Waste Water Treatment facility. The
acquisition of the easement is a more critical (and likely difficult) issue for
this trail segment. City staff recommends that a subcommittee of the
Parks and Recreation Commission and/or City Council approach the
landowners as an initial step.
4. Beaudry Meadows Park. The City owned parcel upon which the West
Waste Water Treatment Facility is located extends from Beaudry
Meadows Park west to CSAH 19. There is an opportunity to construct a
trail within this parcel, partially along Otsego Creek that would provide
access to the park as well as create more of a walking loop between the
park, 77th Street, the CSAH 19 frontage road and trail. This trail may be
premature until such time as CSAH 19 is improved with a trail.
Darkenwald Landing. The City received a donation of a 9.96 acre parcel
adjacent to the Mississippi River at the northeast corner of TH 101 and CSAH 42
as part of the TH 101 project. As part of the agreement with D&Y Family Limited
Partnership regarding the TH 101 project, this parcel will be retained permanently
by the City in satisfaction of park and trail dedication requirements for the future
commercial parcel at the southwest corner of TH 101 and CSAH 42. The parcel
is currently vacant. There is a trunk sanitary sewer pipe within the parcel as well
as a driveway easement for access to the single family home to the north.
The Future Park and Trail Plan anticipates development of a landing park on this
parcel. City staff is recommending that the Parks and Recreation Commission
consider proceeding with concept plan approval for this landing park based on
the visibility and accessibility of the site from TH 101. SRF has provided a work
plan to prepare two or three preliminary alternative layouts for the parcel
including trails, picnic areas, boat launch/dock and off-street parking. The
preliminary layouts would be finalized into a concept plan and preliminary
construction cost estimate. The fee for SRF to work with the Parks and
Recreation Commission to develop the concept plan is a cost not to exceed
$3,500.00. This project would be paid for from community facilities funds.
School Knoll Park. The Park and Recreation Commission requested the
addition of benches at School Knoll Park at locations where the play equipment
would be visible. City staff has reviewed the site plan and recommends
relocation of two existing benches. Two additional benches could be added if
desired at a cost of $900 per bench plus concrete materials and Public Works
labor. These possible modifications are shown on the attached site plan. This
project would be paid for from park development funds.
Prairie Park Splash Pad. During discussions related to Frankfort Park, the
Parks and Recreation Commission was very interested in providing a splash pad
feature. However, it was ultimately decided that such an amenity would be better
located at a community park with more available off-street parking because of
anticipated community -wide attraction. City staff recommends consideration of a
splash pad at Prairie Park based on available space, existing off-street parking
and in-place infrastructure.
SRF has provided a quote to prepare two or three preliminary alternative layouts
for a splash pad at Prairie Park that would be finalized into a concept plan and
preliminary cost estimate. The fee for SRF to work with the Parks and
Recreation Commission to develop the concept plan is a cost not to exceed
$3,000.00. Based on the concept plans and preliminary cost estimate, the Parks
and Recreation Commission and City Council may determine whether to proceed
with plans and specifications and construction. This project would be paid for
from community facilities funds.
Waterfront Park. The developer of Waterfront East provided a park and trail
easement over Outlot A of the subdivision adjacent to the Mississippi River,
which encompasses a regional storm water pond. The developer was to
construct a trail around the pond and provide for landscaping and furniture in
satisfaction of park and trail dedication requirements. The trail around the pond
was constructed and Public Works has been mowing the area and reports use of
the trail. The property has gone into foreclosure but the remaining
improvements are secured by a letter of credit. City staff is working with Midwest
Landscapes, Inc. to establish a baseline cost for the improvements shown on the
approved landscape plan and then evaluate modifications to the plan. The
intent is to proceed with installation of the plantings during 2010 funded by the
developer's successor or funds drawn from the letter of credit.

The information regarding possible 2010 park projects is to be reviewed at the Park and
Recreation Commission meeting on 14 April 2010 at 7:00 PM. City staff is seeking a
motion to recommend to City Council approval to move forward with specific projects in
the priority determined by the Parks and Recreation Commission.

Dear Mr. Licht:
Based on your request, we are pleased to submit this proposal to provide professional services
for conceptual design associated with Darkenwald Landing and a splash pad within Prairie Park
in the City of Otsego.
PROJECT UNDERSTANDING AND APPROACH
The Darkenwald Landing site has the potential to provide a new and convenient recreational
access to the Mississippi River for city residents. The intent of this preliminary design work is to
determine feasibility and conceptual layout for a boat launch, associated parking, and passive
recreational uses within the site.
Through the neighborhood park planning process, it was determined that there was interest in
developing a splash pad within the city. The cost and potential demand for this type of amenity
indicated that a community park location would be preferred. This preliminary design study will
determine how it can be incorporated within Prairie Park
SRF will work closely with City staff to ensure that the conceptual plans fit within the context of
each site and correspond with long term maintenance and operations considerations for the park
system. The end product for both projects will include conceptual plan graphics and
construction cost estimates to assist in securing funding for their implementation.

SCOPE OF SERVICES
We propose to carry out the following scope of work:
DARKENWALD LANDING
1. Complete an initial site visit to become familiar with site opportunities, challenges and
constraints.
2. Prepare conceptual site plan layout alternatives (2-3 concepts) to include the following
elements:
■ Single -lane boat launch with dock
■ Parking for 10-15 cars
■ Parking for 5-10 vehicles with trailers
■ Internal trail loop circulation
■ Picnic area
3. Refine concepts into preferred concept plan.
4. Prepare a preliminary cost estimate based on the conceptual plan.
5. Attend one staff review meeting and one meeting with the Park and Recreation
Commission.
PRAIRIE PARK SPLASH PAD
1. Complete an initial site visit to become familiar with site opportunities, challenges and

ASSUMPTIONS
The City will provide the following materials that will contribute to the accuracy or level of
detail to develop conceptual drawings. Items include:
■ Site survey and topographic mapping
■ As -built plans, details, and drawings for related infrastructure such as roadways, trails,
regional utilities, local utilities, and other similar elements
■ Property ownership and right of way information
■ Geotechnical information available for the sites
SCHEDULE
We will complete this work within a mutually agreed-upon time schedule. It is our
understanding that work will commence in late April and should be completed by June 2010.
BASIS OF PAYMENT/BUDGET
We propose to be reimbursed for our services on an hourly basis for the actual time expended.
Other direct project expenses, such as printing, supplies, reproduction, etc., will be billed at cost,
and mileage will be billed at the current allowable IRS rate for business miles.
Based on our understanding of the project and our Scope of Services, our services will not
exceed $6,500 ($3,500 for Darkenwald Landing and $3,000 for Prairie Park splash pad), which
includes both time and expenses.
CHANGES IN THE SCOPE OF SERVICES
It is understood that if the scope or extent of work changes, the cost will be adjusted accordingly.
Before any out -of -scope work is initiated, however, we will submit a budget request for the new
work and will not begin until we receive authorization from you.
NOTICE TO PROCEED
A signed copy of this proposal or a separate letter of authorization, either mailed or faxed to our
office, will serve as our notice to proceed.

2. The participant(s) shall develop and follow an activity program of the property in accordance with
the Pride in Our Parks policy of the City of Otsego.
