01-11-16 City Council MinutesOTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER JANUARY 11, 2016 7:00 PM Call to Order. Mayor Jessica Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Doug Schroeder, Jason Warehime. CM Tom Darkenwald arrived at 7:02 PM. Staff: Lori Johnson, City Administrator; Daniel Licht, City Planner; Ron Wagner, City Engineer; Andy MacArthur, City Attorney; Adam Flaherty, Finance Director; and Tami Loff, City Clerk. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. Special Presentation: Bank of Elk River Donation. Bill Levin introduced Otsego Branch Manager Greg Schultz and Marketing Administrator Julie S. The Bank of Elk River is donating $4,500 for contributions to the Otsego recreation programs. He thanked City Council and staff for the great job on recreation programs and community events. Pat Hilden, 7094 Odell Avenue NE, Otsego Snowmobile Association President, gave an update. He said this is the 14th season and they have 55 paid members. 2. Consider agenda approval. CM Heidner motioned to approve as written. Seconded by CM Schroeder. All in favor. Motion carried. 3. Consent Agenda. (Non -controversial items). 3.1 Approve Claims Lists. 3.2 Approve City Council Meeting Minutes. A. December 14, 2015 Meeting. B. December 14, 2015 Special 6PM Meeting. C. December 14, 2015 Special Meeting. 3.3 Approve City Council Special Pay. 3.4 Approve Resolution 2016-01 Adopting official Newspaper. 3.5 Approve Resolution 2016-02 Designating Depositories and approving Investment Brokers. 3.6 Approve recommendation to increase Recreation Administrative Assistant position to 3/4 time. 3.7 Approve 2016 Garbage Hauler's Licenses. 3.8 Approve Resolution 2016-03 accepting donation from the Bank of ER. 3.9. Pay Estimates/Requests: A. Lift Station #3 Final Payment. 3.10 Received Commission Meeting Minutes. A. Planning Commission November 2, 2015. B. Public Safety Commission November 10, 2015. C. Parks and Recreation Commission November 17, 2015. 3.11 Approve 2016 Wright County Economic Development Partnership Membership. CM Heidner motioned to approve. Seconded by CM Schroeder. All in favor. Motion carried. 4. Public Hearing: 4.1 E-8 School Improvement Project: A. Presentation by City Engineer. B. Public Comments. C. Close the Public Hearing. City Engineer Wagner presented the staff report. Mayor Stockamp opened for public comments at 7:12 PM. Debbie Carron, 12860 83rd Street NE, said she lives about a half mile from the site and she is curious on the traffic getting to the improvement. She stated her concern with 83rd Street road condition and additional traffic. City Engineer explained the CIP extension of 85th Street in 2018. Denny McAlpine, 8507 Nashua Avenue NE, questioned what the intentions are down 85th Street going north by his property and stated his concern on how close it will be to his property. City Planner Licht said the intent is north of the property. Ben Bastyr, 12153 87th Street NE, asked if the north half will not be developed. City Planner Licht said correct just the southern acres. Mr. Bastyr questioned who would be doing the grading. City Planner Licht explained the School District has not chosen that as of yet. Mayor Stockamp closed the public comments at 7:20 PM. 5. Administration: 5.1 Consider Resolution 2016-04 A Resolution Calling for a Public Hearing by the City Council on the Proposed Establishment of Development District No. 1 and the Proposed Establishment of a Development Program Therefor; and the Proposed Establishment of Tax Increment Financing District No. 1 — Great River Centre therein and the Adoption of the Tax Increment Financing Plan Therefor. City Administrator presented the staff report. CM Heidner motioned to approve Resolution 2016-04 A Resolution Calling for a Public Hearing by the City Council on the Proposed Establishment of Development District No. 1 and the Proposed Establishment of a Development Program Therefor; and the Proposed Establishment of Tax Increment Financing District No. 1— Great River Centre therein and the Adoption of the Tax Increment Financing Plan Therefor. Seconded by CM Schroeder. All in favor. Motion carried. 5.2 Consider Resolution 2016-05 approving the JPA with the BCA. CM Heidner motioned to approve Resolution 2016-05 approving State of Minnesota Joint Powers Agreement with the City of Otsego on behalf of its prosecuting Attorney. Seconded CM Warehime. All in favor. Motion carried. 5.3 Set meeting date for Advisory Commission Interviews. City Clerk Loff said the city is currently seeking applicants for the seats that are due up on Feb 28. The attached memo explains the schedule and process. City staff is looking for interview date. Also, one thing to consider is a few commissioners were appointed in 2015 to fill in 1 year seats. You may want to consider just re -appointing those commissioners instead of re - interviewing. CM Heidner motioned to not re -interview Planning Commissioner Roger Mord, Parks and Recreation Commissioner Derrick Stark and Public Safety Commissioner 2 Gregory Hubbard and re -appoint them all the four year terms. Seconded by Mayor Stockamp. All in favor. Motion carried. Mayor Stockamp motioned to call February 8, 2016 at 6:00 PM at Prairie Center for Advisory Commission Interviews. Seconded by CM Warehime. All in favor. Motion carried. 6. Annual Business: 6.1 Appoint Acting Mayor. CM Schroeder motioned to appoint CM Jason Warehime as Acting Mayor. CM Heidner seconded. CM Darkenwald motioned to appoint CM Vern Heidner as Acting Mayor. Seconded by Mayor Stockamp. Roll vote: CM Warehime- Vote CM Warehime; CM Darkenwald-Vote CM Heidner; CM Schroeder- Vote CM Warehime. CM Heidner abstained. Due to tie vote the City Council concurred to flip a coin for Acting Mayor. CM Heidner Heads and CM Warehime tails. Heads was called. CM Darkenwald motioned to appoint CM Vern Heidner as Acting Mayor. Mayor Stockamp seconded. All in favor. Motion carried. 6.2 City Council Subcommittees & Liaison Appointments for 2016. Mayor Stockamp presented the 2016 appointments as noted below. She stated they would be kept the same as last year. The City Council concurred that alternates would be used in Sub- Committees instead of date changes. Seconded by CM Warehime. All in favor. Motion carried. 7. City Council Reports and Updates. 7.1 Commission Liaison Updates For December. A. Heritage Preservation Commission Liaison Mayor Stockamp. The Commission reviewed their book printing project and plans on moving forward. B. Parks & Recreation Commission Liaison CM Schroeder. The Parks & Recreation held a worksession on their mission statement. C. Planning Commission Liaison CM Heidner. CM Heidner said Mattamy submitted application for PUD for the garage square feet and the Planning Commission reviewed and denied the request. He stated that Mattamy then withdrew their application. D. Public Safety Commission Liaison CM Warehime. The Commission discussed public education in conjunction with the Parks and Recreation Department. CM Warehime also said that ER Fire updated on the new truck detailing that includes Otsego. Other: City Administrator Johnson stated the EDA needs to schedule their annual meeting and look at dates for a possible worksession on strategic planning. The CC concurred for the EDA to call January 25, 2016 at 6:30 PM. CM Heidner said at the last meeting on December 14 the City Council Special Pay was removed from the consent agenda for discussion and a motion was made to remove the 25 Year Event dates (November 17 and 21) from the City Council Special pay for Mayor Stockamp due to the thought the committee was formed as a volunteer committee. CM Heidner said he would like to re -open that motion after reviewing the original minutes from the very first discussion where is does not volunteer committee and also after reviewing the City Ordinance 2.3.16 regarding City Council pay where it states "the Mayor and Council members should be paid for any City sponsored event or any private event, tour or function where the Mayor or Council Member is attending as representative of the City." CM Schroeder said his understanding was it was a volunteer committee, CM Warehime agreed. CM Warehime also stated that the policy needs to be clarified and not leave it so broad. CM Heidner motioned to reopen and reconsider the removal of the 25 Year Event dates November 17 and 21 from the City Council Special pay for November. Seconded by CM Darkenwald. Roll vote: CM Warehime yes; CM Darkenwald no; CM Heidner; CM Schroeder no. Motion carried 3-1. Mayor Stockamp abstained. CM Warehime motioned to schedule a Special Meeting on January 25, 2016 at 6 PM at Prairie Center to discuss pay for employees and commission members for the 25th Year Anniversary Event. Seconded by CM Schroeder. All on favor. Motion carried. The City Council asked the City Clerk for a dictate of the exact minutes on January 12 regarding the 25th Year Anniversary Event. 8. Staff Reports and Updates. 8.1 Albertville Otsego Fire Shared Service Grant Award. City Administrator Johnson said the City was notified that the Albertville/Otsego shared service grant was awarded in the amount of $23,000 to study and evaluate a joint fire department. 9. Adjourn.
