RE: Otsego — Parks; 2010 Priorities

The Parks and Recreation Commission has added discussion of park priorities for 2010
to their meeting agenda for 13 January 2010.
The current down turn in development has resulted in a favorable bid environment for
City improvement projects such as parks. City staff has developed the following list of
potential projects to start the discussion. Several of these projects would be funded
using community facilities funds. Other ideas from the Parks and Recreation
Commission are to be added with the list prioritized at their recommendation.
■ Discuss with ISD 728 improvement of playfields at Otsego Elementary.
■ Preparation of plans and specifications for NE corner of TH 101/CSAH 42.
■ Construction of a splash pad at Prairie Park or Waterfront East Park.
■ Installation of plantings, benches and lighting at Waterfront East Park
■ Continued discussion with DNR regarding development of Norin Landing.
■ Any additional improvements to existing neighborhood parks (i.e. adding
benches in School Knoll Park).
Once a list of priorities has been developed, City staff will prepare a cost estimate for
each project for further review by the Parks and Recreation Commission for a
recommendation to be forwarded to the City Council.

RE: Otsego — Frankfort Park update

The City Council approved the following actions at their meeting on 14 December 2009:
■ The City Engineer and SRF are authorized to prepare plans and specifications
for the construction of the park improvements including trails, play containers,
landscaping and other elements that are to be put out to bid in the spring. City
staff and SRF will meet on 17 December 2009 to coordinate the work to be
completed for Spring construction.
■ SRF will continue to work with Game Time Equipment and Kompan to finalize the
play structures to be installed at the park based on the Park and Recreation
Commission's discussion at their meeting on 9 December 2009.
■ The City Council voted to name the park "Frankfort Park" because of the
historical connection to that specific area of the City.
■ The City Council approved a ordering of the park identification signs at a cost not
to exceed $13,436.00 plus sales tax with funds to be drawn from the Park and
Recreation Commission's 2009 budget.

The City Council approved going ahead with the plans and specs, including working with the two equipment vendors.
We'll get started at our meeting on Thursday. Also, they voted to name the park "Frankfort Park", which was one of the
choices recommended by the Parks and Recreation Commission.
