Call to Order.
Mayor Jessica Stockamp called the meeting to order at 8:30 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Doug Schroeder, Jason
Warehime and Tom Darkenwald. Staff: Lori Johnson, City Administrator; Adam Flaherty,
Finance Director; Kurt Neidermeier, Utility Manager; Daniel Licht, City Planner; Ron Wagner,
City Engineer and Tami Loff, City Clerk.
1. Discuss Water System Improvements.
City Administrator Johnson gave an overview of the intent of this discussion stating that the
goal is to develop a long-range comprehensive plan for the water system and to address the
City. Council's questions that came up during the 2016 CIP discussion of improvements to water
tower 1.
City Engineer Wagner reviewed the east water system capacity summary and detail. The
preferred recommendation from City staff would allow the east system to meet the needs until
2039 which would include Water Tower #1 and Water Tower #3 will all wells and odd/even
ban. The City Council concurred.
Water tower #1 was taken off line in 2008 after the construction of Water Tower #3. Utility
Manager Neidermeier said Water Tower #1 is scheduled to be reinstated for service in spring to
accommodate the east system water supply and provide continued water service during Water
Tower #3 cleaning in April. He further stated that the Water Tower #1 repairs in 2017 should
take about eight weeks.
There was discussion on the odd/even water ban and advertising and education for the public.
City Administrator Johnson stated that implementing a watering restrictions city-wide extends
the water system life by approximately nine years without any cost.
CM Schroeder motioned to start implementing the odd/even ban and start
advertising. Seconded by CM Warehime. All in favor. Motion carried.
City Engineer Wagener reviewed the west water system capacity summary and detail and the
Riverwood National development water system. The City Council concurred with option that
would allow the system to meet the needs until 2032.
City Administrator Johnson recommended moving this project from 2018 to 2017 in the CIP
reiterating that the project benefits the entire water system not just the Riverwood National
neighborhood. The City Council concurred.
2. Adjourn.
CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor.
Motion carried. Adjourned at 9:35 PM.
