10-14-09 PROTSEGO PARKS AND RECREATION COMMISSION MEETING OTSEGO CITY HALL OCTOBER 14, 2009 7:00 PM RIVE RPOI NTE/RIVE R PLACE NEIGHBORHOOD OPEN HOUSE (SEE SEPARATE AGENDA) 1. Vice -Chair Krekelberq will call the meeting to order. Vice -Chair Krekelberg called to meeting to order at 8:03 PM. Roll Call: Vice -Chair Susan Krekelberg; Commissioners: Krista Bean, Kathy Roberts, Rose Cassady, Mike Brumm, Peter Torresani and Duane Lauseng. City Council: Mayor Stockamp. Staff: Dan Licht, City Planner; Tami Loff, City Clerk and Brad Belair, Public Works Supervisor. 2. Consider agenda approval. Commissioner Cassady motioned to approve as written. Seconded by Commissioner Bean. All in favor. Motion carried. 3. Consider the following minutes. 3.1. September 9, 2009 Regular Meeting Minutes. Commissioner Bean motioned to approve as written. Seconded by Commissioner Torresanii. All in favor. Motion carried. 4. Open Forum: 5. Unfinished Business. 5.1. Riverpointe/Riverplace Neighborhood Park Update. City Planner Licht asked for the Commissioner's thoughts on the Neighborhood Open House. Vice Chair Krekelberg said that the crowd tonight seemed interested in the traditional structure and at the previous meeting the consensus was other structure. Hassan Elementary already has a similar climbing structure as the nontraditional. Commissioner Torresani and Commissioner Roberts agree with the traditional structure. Mayor Stockamp said that a resident at the meeting tonight told her that there are three families with disabled children in this neighborhood so that would be something to consider also. Vice Chair Krekelberg said that the climbing walls were not brought up, she said she didn't think people realized that was an option. City Planner Licht said that they could look at something that combines the structures as well. Ken Grieshaber, SRF, said that the next step would be to go to the vendors and bring back to staff and the commission. City Planner Licht said that they also have the option half court or full. Commissioner Torresani said he is not sure why we would do a half court. Mr. Grieshaber said that typically half court is more informal and full court is formal. Vice Chair Krekelberg would like them to look into the price for using a sport court for the tennis court. Commissioner Torresani said with the tennis court being 20% or Parks and Recreation October 14, 2009. Page 2. more of the cost maybe that should not be done at this time. They could add at a later date. After further discussion Commissioner's agreed to have SRF contact vendors for bids and bring back to the next meeting. Commissioner Cassady said that commission needs to talk on the name of the park. City Planner Licht said that commission could make a list and bring to the City Council. Vice Chair Krekelberg said that commission should work on list and bring back to the meeting next month. This will be added to the next agenda. 5.2. Update on Commission vacancy and alternate position. Commission has an opening for an alternate position. It has been posted in the Star News with a closing date of October 20, 2009. This will be added to the next agenda. 5.3. Review Community Ed Invoice. The city has not received an invoice at this time. Finance Director Gary Groen has been in contact with Community Ed. 5.4. Review and vote on Park Signage options. City Planner Licht presented an example sign manual from the City of Lakeville for the Commission to review. The signs could be metal or embossed wood. If the Commission is comfortable with this staff could get quotes for the next meeting. Commissioner Torresani said he is fine with this but in the past the commission discussed a more decorative sign. Public Works Supervisor Belair said that you can make the sign more decorative with landscaping. Commission agreed to get pricing on sand blasted concrete, cedar and composite material. 6. Public Works update. Public Works Supervisor Belair updated the Commission on letter he received apologizing for vandalism done in the park. He also said he is still looking into the grants requested by the commission and will bring back to the next meeting. 7. Pride in our Parks. 7.1. Monthly Reports, Public Works Supervisor Belair presented monthly report received from Otsego Woman of Today. He also updated the Commission that the posts for the Blue Bird Houses for Prairie Park were installed today and that the houses will be installed on Monday per Steve Zoubek. 8. New Business. 8.1. Set Date for November meeting (City Hall closed 11/11/09). The Parks and Recreation Commission will meet on Wednesday November 18, 2009 at 7 PM. 9. Update on City Council actions by Mayor Stockamp. Mayor Stockamp updated the Commission. Parks and Recreation October 14, 2009. Page 3. 10. Subcommittees. a. All Sports (Commissioner Torresani)-No items. b. Community Ed/ISD 728 (Commissioner Bean) -Community Ed will be at the Otsego Pumpkin Patch on Saturday. They are going to be setting up and running a game. Commissioner Cassady asked about prizes. Commissioner Bean will contact Community Ed. C. Communication (Vice Chair Krekelberq) - The website Parks and Rec minutes need to be updated. d. Pumpkin Patch (Commissioner Robe s -The pumpkins are packed and ready to be delivered on Saturday. Commissioner Cassady will pick up the candy for the event. e. Santa Day (Commissioner Cassady)-There will be a different volunteer to play Santa this year. f. Egg Hunt (Commissioner Brumm)-No items. 11. Adjourn by 10 PM.
