Exhibits: A. Shade structure dated April 6, 2012 B. Furniture quote dated April 6, 2012 ANALYSIS The City constructed a splash pad at Prairie Park in 2011. The project included three tables to be provided at the north side of the facility. However, spray patterns from the splash pad necessitate relocation of the tables. The Prairie Park Master Plan designates the area south of the splash pad for construction of a concrete pad for three tables and provision of fabric shade structures that provides a sitting location with a view of the splash pad and play containers. The draft Capital Improvement Plan estimated a project cost of $30,000 to be paid from the Community Facilities Fund (#208) City staff obtained two quotes. One is for a 22' x 12' rectangular shade with a hip roof design for $3,500.00. The second quote is for a structure with three sail panels over a similar area for a cost of $17,585.00. The second option provides more visual interest in the design of the structure in addition to providing shade. A decision as to the shelter option to be installed should be directed by the Parks and Recreation Commission. City staff also obtained quotes for three tables and two trash containers to be installed at the shade structure. The cost estimate for the project is outlined below: POSSIBLE ACTIONS A. Landscape Plan ANALYSIS This parcel adjacent to the Mississippi River is now fully under City ownership and has been improved to date with construction of a regional stormwater basin and asphalt trail with one mile distance around the stormwater pond. City staff prepared an updated landscape plan for Outlot A taking into consideration aesthetic improvements and maintenance concerns. City staff is recommending proceeding with installation of the proposed overstory trees on the east side of the stormwater basin adjacent to the Mississippi River together with three benches and trash can sets. Installing the overstory trees will allow these plants to become established and being growing. The balance of the low growing shrubs and plants on the east side and all of the plants on the west side will be installed along with additional site furniture concurrent with buildout of the Waterfront East development. The cost estimate for the first phase improvement of Outlot A is outlined below: Landscaping: $17,914.00 Site Furniture $ 5,765.91 Installation (furniture): $ 2,000.00 TOTAL: $25,679.91 Midwest Landscapes Inc. will install the proposed plantings whereas the Public Works Department will install the site furniture. The City Council directed as part of it's review of the 2012 Capital Improvement Plan that the improvements of Waterfront East Outlot A be funded from the Capital Reserve Fund (and not park dedication funds) as the costs incurred by the City are the result of the settlement of a dispute related to the development agreement for Waterfront East.
