The City has agreed in principle with U.S. Homes Corporation to purchase 6.29 acres of
land within the River Place development for a neighborhood park. The property is
Outlot B, River Place 3rd Addition. In addition to negotiating the purchase of the
property, City staff has proceeded with initial planning for development of the park
facilities. This memorandum forwards information regarding the acquisition of the park,
a preliminary concept plan and a proposed schedule for construction.

ANALYSIS
Acquisition. The City Council approved the following offer for the property at their
meeting on 27 July 2009:
Purchase Price: $350,000.00
Park Fee Credit For Riverpointe 4 th: - $30,800.00
Park Fee Credit for 19 Future Lots: - $58,520.00
Required Cash at Closing: $260,680.00
The offer was accepted by U.S. Homes Corporation subject to execution of a formal
purchase agreement executed by both parties. The purchase agreement is anticipated
to be considered by the City Council at their meeting on 10 August 2009. The draft
purchase agreement anticipates closing on the property sale by 30 September 2009.
Concept Plan. SRF Consulting Group, Inc. has prepared a concept plan for
development of the outlot as a neighborhood park. Given that the City is acquiring the
property by purchase and not dedication, the direction in preparing a concept plan has
been to minimize the costs for improvements and equipment while providing for a full
range of facilities. City staff has also discussed with SRF options for play equipment
that may be more cost effective at the time of installation and also from a long term
maintenance and vandalism prevention perspective. SRF will present the Parks and
Recreation Commission with a range of equipment options to be considered for the
proposed park and City staff is seeking specific direction as to the equipment to be
installed.
One element show on the concept plan that would be unique to this neighborhood park
is a proposed water splash pad utilizing the existing water lines extended to the property
and adjacent stormwater pond that has been sized for development of townhouses
upon the parcel. A splash pad has been discussed by the Parks and Recreation
Commission in the past. The Parks and Recreation Commission will need to provide
specific direction as to whether a splash pad is an element that should be considered as
part of neighborhood parks. For intended use in a neighborhood park, this feature
would be limited to a concrete pad with below ground water fixtures that bubble or spray
onto the surface to minimize attraction from beyond the neighborhood and avoid
vandalism issues. SRF has estimated the cost of this feature at approximately
$50,000.00.
Cost Estimate. SRF has prepared a preliminary cost estimate for construction of the
park concept plan. The total cost is estimated as $417,450.00 and reflects efforts to
minimize development costs in relation to having acquired the property by purchase
rather than dedication. The concept plan and site itself reflect significant cost savings
by not including an off-street parking area and minimizing internal trails. The City will
further look to reduce costs with Public Works acting as the General Contractor for the
project responsible for selection and oversight of any needed contractors and also by
Public Works completing as much work as possible.
Land cost: $260,680.00
Development: $417,450.00
Total: $678,130.00
Based on the cost of acquiring the property and developing the concept plan, Lahn
Farm Park would cost approximately $678,130.00, which is within 10 percent of the
City's estimated neighborhood park costs used in establishing park and trail dedication
fees (which is based on the 2006 construction cost for Beaudry Meadows adjusted for
inflation). The City has received $276,274.00 in park and trail fees from the final platted
additions of Riverpointe and River Place. The remaining $401,856.00 in costs for the
park will be paid from the Park Development Fund and replenished with park and trail

dedication fees from additional final platted lots in Riverpointe and as other surrounding
properties within the South -Southeast Otsego Park District are subdivided.
Schedule. The following are key dates in the schedule for acquisition and development
of the proposed park:

N 12 August 2009 — Park and Recreation Commission reviews concept plan.
N 24 August 2009 — City Council approves concept plan and authorizes preparation
of plans and specifications.
0 9 September 2009 — Parks and Recreation Commission reviews grading plan
and locations for containers, trails and sidewalk.
0 14 September 2009 — City Council approves reviews grading plan and locations
for containers, trails and sidewalk.
0 Public Works to undertake site grading to be completed before Winter 2009.
0 Asphalt/concrete work to be bid for construction Spring 2009.
0 Installation of fixtures, irrigation and grass/plantings Spring 2009.
E Project complete Summer 2009.
CONCLUSION
The Parks and Recreation Commission will review the concept plan for Lahn Farm Park
at their meeting on 12 August 2009 at 7:00 PM. City staff is seeking direction as to the
acceptability of the general concept plan to proceed to preparation of plans and
specifications and also direction as to the specific fixtures to be included within the park.

BACKGROUND
Hans Hagen Homes has submitted an application for preliminary plat approval of 118
single family lots on 71.01 acres located at the northwest corner of Quaday Avenue and
70th Street (CSAH 37). Development of various types of townhouse buildings had been
approved for the subject site by the City Council 8 May 2006 on as part of the larger
Boulder Creek preliminary plat. The current application would supersede all previous
approvals. The subject site is guided by the Comprehensive Plan for medium to high
density residential uses. The subject site was zoned to a mix of R-5, Single and Two
Family District and R-7, High Density Residential District in conjunction with the
approvals for Boulder Creek and is now proposed to be zoned entirely R-5 District. The
application for preliminary plat approval is subject to park and trail dedication
requirements established by Section 21-7-18 of the Subdivision Ordinance.

ANALYSIS
Park and Trail Plan. The proposed preliminary plat is located to the south of a natural
environment lake, where the Park and Trail Plan anticipates a major neighborhood park
being located in the future. This lake and neighborhood park would be part of a
greenway corridor along Lefebvre Creek extending from 78 1h Street near Quaday
Avenue to 75 th Street near Ohland Avenue.
Boulder Creek Preliminary Plat. A preliminary plat for Boulder Creek was approved
by the City Council on 8 May 2006 and included dedication of land along segments of
Lefebvre Creek as part of the planned greenway corridor. The Boulder Creek
preliminary plat also included dedication of land to the south of the natural environment
lake extending out to Quaday Avenue that would have been incorporated as part for the
Lefebvre Greenway. The 6.8 acre parcel located adjacent to Quaday Avenue was
intended to be developed by the City as a neighborhood play lot to serve the number of
townhouse uses in this portion of Boulder Creek as well as provide needed park access
to the 360 townhouse units in The Pointe development located to the east of Quaday
Avenue. The City also approved a preliminary plat on 13 April 2009 for a 132 dwelling
unit townhouse development to be known as River Ridge to the north of the proposed
play lot. The River Ridge preliminary plat included provision of a 30 foot wide trail
corridor to connect this neighborhood to the play lot.
The play lot parcel approved as part of the Boulder Creek preliminary plat would have
had excellent visibility from Quaday Avenue and local street access off of Quaday
Avenue. The area is suitable for development of limited play structures and court
games, but not open playfields. The existing topography of the parcel would include a
slope going down from west to east suitable for sledding.
It must also be noted that with the homeowners association at The Pointe development
has acquired from the builder the 1.8 acre parcel at the southeast corner of Quaker
Avenue and 71st Court. The homeowners association has submitted preliminary plans
to develop a private play lot on this parcel. A play lot at this location would be more
accessible to residents of The Pointe in comparison with the site shown on the Boulder
Creek preliminary plat as crossing Quaday Avenue would not be required.
Required Park and Trail Dedication. Section 21-7-18 of the Subdivision Ordinance
establishes park and trail dedication requirements for proposed subdivisions. The
Subdivision Ordinance and State Statute allows the City to require dedication of land it
determines to be suitable for parks and trails or payment of a cash fee in lieu of land to
be used as part of the future parks and trails system planned by the Comprehensive
Plan. The amount of land to be dedicated is based on the gross area of the parcel
being subdivided minus land dedicated to the City for arterial or collector streets,
wetlands and public stormwater facilities.

Otsego's Neighborhood parks are the fundamental building blocks of the City's park and
trial system and the focus for individual neighborhoods. Neighborhood parks are to be
distributed through the City's residential areas and are intended to provide equal
facilities and access. Optimum service areas for neighborhood parks should be within a
one-half mile radius unobstructed by major roadways or physical barriers. The
population served by individual parks should not exceed 5,000 persons.
Neighborhood parks should be eight to 20 acres in area to allow for a mix of active and
passive uses. Sites selected for neighborhood parks should possess physical features
that accommodate basic recreational programming. In some cases, combined use of
an elementary or middle school site should be considered to minimize duplication of
facilities. Characteristics of neighborhood park sites include gently rolling to level terrain
with well drained soils, partially wooded areas, a regular geometric shape and
convenient street access and site visibility. Water features or wetlands are acceptable
and may be desirable provided that soil or drainage conflicts are avoided.
Service Area: One-half mile radius uninterrupted by physical
barriers.
Per Capita Standard: 2.5 to 3.5 developed acres per 1,000 persons
Desirable Area: 8 to 20 acres with 7 to 10 acres of active use.
Primary Function: The park is to provide informal neighborhood open
space with provisions for active recreational uses that
responds to neighborhood needs. Primary users will
be children and families rather than organized athletic
functions.

Locations: Centrally located within a service area or defined
neighborhood, the park may be adjacent to
elementary or middle school facilities or other park
elements. Primary access should occur by walking or
bicycle and neighborhood parks should be connected
to the community trail system. Secondary access
should include street access and vehicle parking
facilities. Adjacent land uses should be residential,
school grounds, collector streets or community open
space.
Natural characteristics should include generally flat
topography and soils compatible with facility
development. Vegetation should be representative of
the neighborhood with partially wooded sites
preferred. Visibility should allow good sight lines into
the parcel to encourage use and ensure security.
Water features such as ponds, creeks, or wetland
should be included only if they are compatible with the
facility design and do not create safety issues.
Typical Facilities: Informal softball/soccer fields

Play structures for varying ages.

Play lots provide service to special neighborhoods defined by geographic limitations.
These parks have insufficient size to fulfill the needs of a complete neighborhood park
and establishment of play lots should be limited to those residential areas that cannot
be adequately served by a neighborhood park. Development of play lots may increase
as social concerns regarding child securities become more apparent.

Comprehensive Plan
Play lots usually have a usable area of five acres or less and therefore only allow for
play equipment, court games and possibly sub -standard play fields suitable for informal
games. These parks are highly individual neighborhood facilities based on the nature of
the site and immediate adjacent population. Play lots tend to create operation and
maintenance problems due to their small size and inefficient maintenance requirements.
The City may allow, in specific circumstances, development of privately maintained
neighborhood play lots controlled by a homeowners association for developments with
greater density or distance from public neighborhood or community park facilities.
Service Area: One-quarter mile radius
Per Capita Standard: 0,25 to 0.50 acres per 1,000 population
Desirable Area: One acre minimum / Five acres maximum
Primary Function: Extensive Facility should respond to specific user
groups such as children or seniors within residential
areas not adequately served by existing or planned
neighborhood and community parks.
Locations: Neighborhood play lots may be publicly or privately
owned and maintained, and should be located within
areas with greater development densities where the
population is not adequately served by neighborhood
or community parks. Play lots may also be located in
single family neighborhoods limited specifically to
those areas not adequately served by neighborhood
or community parks due to access, environmental
barriers or unusual neighborhood needs.

Greenway Corridors/Conservancy Areas
Park facilities within this designation are to accommodate varying types of trails within
wide right-of-way or parcels. Greenway uses can include walking, biking,
snowmobiling, cross-country skiing, hiking, and pleasure driving. Natural corridors such
as creeks, drainageways, wooded areas or bluff lines can serve as greenways. The
community should capitalize on the availability of natural resources for greenway
corridors. The City must also ensure that the entire trail is not reliant upon the
greenway. Utility easements, rail rights-of-way, or parkways can also be designated.

Volunteering isn't only a great way to get involved with your city, but, you'll get to know and see a lot of your
fellow neighbors.

1PM. Volunteers are needed to lead games, distribute candy, collect entries and help oversee pumpkin
distribution in the pumpkin patch.

I'm the board of directors for the Rogers Youth Hockey Association. I was wondering if someone would be able to tell me
what restrictions you have in reference to us posting signs for Hockey Registration in Otsego? They would be similar to
the ones we see around the city for youth football registration. Are there any areas where they can not be posted? Is
there a limit on how long they can be up, 2 weeks or 4 weeks? Do I need authorization to do this? Any information you

Hi!
I hope you are all enjoying your summer ... or Autumn like days. :
I wanted to let you know that we just received school papers from Nishad and Tiger's school today in the mail.
There is a mandatory meeting for parents on Wednesday, August 12th at 6:30-8pm. So, it's with regret that I
won't be able to attend the August P & R meeting. I will give Susan a heads up and let her know that she'll be
(wo)maning the gavel.
I know that the Festival will be on the agenda in regards to a P & R booth or'save the date' promotional event
postcards. If decided, I can have the postcards printed out. We printed 500, B & W ones last year on card stock.
I can't recall how much it was off -hand, but I want to say it was less than $50.00. 1 have not told many people,
but there is a possibility that I may be returning to school this Autumn as well. So, depending on my school
schedule (weekend classes), I may or may not be able to help (if we have a booth).
On a side note, there hasn't been any dog issues at the tennis courts since the door has been taken off. The
Tuly flier is now up at the park too. I talked a little bit about a park tour for commissioners with Brad after the
iast meeting. Let me know if there is any headway on that, please.
Also, I have an Easter receipt that is from Ort. Trading Co for the tattoos and stickers for the amount of $25.00
that hasn't been submitted. I submitted and was paid for the plastic bags, but misplaced this receipt and found it
after the last meeting. Sorry this one will be submitted so late- I'll drop it in the mail.
