powers agreement in which the township of Hassan and the cities of Otsego, Elk
River, Dayton, Rogers, and the school district joined together to establish the
Community Recreation Board. The Community Recreation Board hires the
supervisors to run the individual programs. The Board is supervised by a
committee made up of representatives of joint powers local government.
D, ('0N1[NilN[1y/ORC=ANI7ATION OVERVIEW - The City of Otsego is a
former township which was incorporated as a City in 1990. The City consists of
over 33 square miles. Approximately 20% of the City is developed at urban
density. Much of the remainder of the City consists of rural farming areas.
Recreation programs have typically been provided by the Community Recreation
Board, described in item C above. While the City Council of Otsego is the final
authority on all matters regarding the use of City parks and City expenditures on
recreation opportunities, it has appointed a Park & Recreation Commission to
advise it on these matters. The two primary barriers to youth participation in
recreational opportunities identified by the Park & Recreation Commission are
program participation fees and the distance people have to travel in order to
participate in recreation activities. This application is made in response to those
barriers, and any funding will be used to reduce them.

E. PROGRAM OVERVIEW
1. "Ride the R .c" Program_ - This program consists of a bus which travels
around the City during the summer. The bus picks up kids at designated sites and
takes them to the City of Otsego's Prairie Park, where they participate in a series
of activities. The MASC contribution would pay for the costs of renting the bus.
By providing a free bus to transport participants, the City hopes to reduce the
barrier to participation that distance plays. By making the transportation free, the
City hopes to increase the number of youth participating in the program by
reducing the barrier of cost. This program was first established in 1996 and was
very popular with approximately 40 participants. The City was unable to provide
the program in 1997 due to lack of funds. The target group is youth between the
ages of 5-16 and the target date for the program is the summer of 1998. The City
of Otsego would promote the program and the bus route through its bi-monthly
newsletter, Otsego View. Community Recreation will also promote the program
through notification in the quarterly Community Education bulletin put out by the
school district.
2. Subsidise Ice Skating Cost; - This program would subsidize the fees
charged for ice skating lessons in order to increase the number of youth
participating in the program by reducing the barrier of cost. This is an existing
program which had approximately 20 participants in 1996. The program would be
offered at the skating rink at the City of Otsego Prairie Park. The target group is
youth between the ages of 5-16 and the target date for the lessons is the winter of
1998-99. The City will budget the cost of an instructor in its 1999 Park &
Recreation Department budget. The City of Otsego would promote the program,
and the reduction in fees, through its bi-monthly newsletter, Otsego View.
Community Recreation will also promote the program through notification in the
quarterly Community Education bulletin put out by the school district.
3. Subsidize Open Gymnasium Costs - This program would subsidize the fees
charged for open gymnasium use in order to increase the number of youth
participating in the program by reducing the barrier of cost. This is a new
program. It would be offered at the Otsego Elementary School, which is a new
school built in 1995. The target group for this program is youth between the ages
3-16 and the target date for the program is Fall 1998. It is expected (hoped) that a
lot of families will take advantage of this program by bringing their whole family to
open gym. The City of Otsego would promote the program, and the reduction in
fees, through its bi-monthly newsletter, Otsego View. Community Recreation will
also promote the program through notification in the quarterly Community
Education bulletin put out by the school district.

4. Finich Vol - This program would upgrade this City's current
volleyball facility by constructing a border around the outdoor volleyball court

H. PROGRAM BUDGET - The program budget consist of the following items;

the timbers which will be used for the border. The timbers will be installed by
volunteer labor provided by the Park & Recreation Commission.
