ITEM 3.2A SCC 1.13.2016 MinutesITEM 3_2A SPECIAL CITY COUNCIL MEETING PRAIRIE CENTER JANUARY 13, 2016 6:30 PM Call to Order. Mayor Jessica Stockamp called the meeting to order at 6:30 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Doug Schroeder, Jason Warehime and Tom Darkenwald. Staff: Lori Johnson, City Administrator and Tami Loff, City Clerk. 1. Classification and Compensation Study. Ann Antonsen, Springsted Inc., gave an overview of information presented thus far. She also provided the updated fringe benefit comparison and paid time off summary information. City Administrator Johnson reviewed the Classification Study steps needed to complete the project. The appeal process for the study result was discussed. An employee that would like to appeal would submit a form to their Supervisor then it would go to Administration and then to Springsted for review. City Administrator Johnson said there will be a timeframe for the appeal. CM Heidner questioned what documents exactly the City Council will be approving regarding the classification. City Administrator Johnson said the classification points per the study sheet provided at the previous meeting. CM Heidner said we haven't seen the break down for how those numbers were derived; he wanted that noted for the employees in attendance. Ms. Antonsen said correct you haven't seen the PAQ's. She said typically it is proprietary to Springsted and that an individual in Administration will be trained for future use and they will be given a summary of where the points come from. She said the points are for the job itself not the employee. CM Warehime question job evaluations through the years. Ms. Antonsen said it could be done by the City or Springsted could help. CM Warehime asked Ms. Antonsen if she recommended review of the classification and compensation study every 3-5 years. She said yes every five years is the guideline. She still recommends an annual look at the averages. CM Heidner motioned to approve the classification points per the study sheet provided at a previous meeting. Seconded by CM Darkenwald. All in favor. Motion carried. The City Council concurred with the 10 day appeal of the position point value (10 day employee, 10 day Supervisor, 10 day Administration and then to Springsted, could be 45-52 day process). Packets will be provided by Springsted and that the SAFE system will be used to evaluate new positions and to reevaluate existing positions that undergo change. CM Warehime motioned to approve the 10 day right to appeal after received by the employee. Seconded by CM Schroeder. All in favor. Motion carried. CM Schroeder motioned to approve the use of the SAFE system. Seconded by Mayor Stockamp. All in favor. Motion carried. There was discussion on the Compensation Study and the raw salary survey data that was provided at the City Council's request. The 2015 Otsego pay plan, proposed pay scale and other data was provided at the meeting. CM Heidner stated his concern on how Springsted got to those numbers. Ms. Antonsen explained. Stating it was a $35,000 starting midpoint per the market study. She further stated they use a combination of objective and subjective data and typically would look at the averages of the market data. CM Darkenwald questioned the data regarding the seven new employees that are below minimum stating that would be a huge increase to get to the minimum. City Administrator Johnson said that would be reviewed as the next step in the process. There was also discussion on the seasonal part time employees. City Administrator Johnson stated the seasonal employees are not included in this pay plan; their pay is approved separate from the pay plan. CM Heidner motioned to approve all Compensation Study pay adjustments retroactive to January 1, 2016 per 2016 pay plan. Seconded by CM Schroeder. All in favor. Motion carried. CM Schroeder motioned for a 2% increase in the pay plan for 2016. Seconded by Mayor Stockamp. All in favor. Motion carried. Mayor Stockamp motioned to call a Special Meeting on January 26, 2016 at 6:30 PM at Prairie Center for Classification and Compensation Study. Seconded by CM Schroeder. All in favor. Motion carried. City Administrator Johnson will provide at the special meeting 2015 and 2016 pay plan on where all employees would be placed. 2. Adjourn. CM Darkenwald motioned to adjourn. Seconded by CM Warehime.
