ITEM 3.2C SCC 1.25.2016 MinutesITEM 3_2C SPECIAL CITY COUNCIL MEETING PRAIRIE CENTER JANUARY 25, 2016 6:00 PM Call to Order. Mayor Jessica Stockamp called the meeting to order at 6:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Doug Schroeder and Tom Darkenwald. Absent: Councilmember Jason Warehime. Staff: Lori Johnson, City Administrator; Andy MacArthur, City Attorney, and Tami Loff, City Clerk. Also present: Mary Olson. 1. 25t" Year Anniversary Committee Pay Discussion. Mayor Stockamp said she submitted in your packet the meeting and attendance. The City Council concurred to wait for CM Warehime for this item; possibly February 8. City Administrator Johnson distributed City Council pay survey data. City Administrator Johnson said Heritage Preservation Commissioner Chris Wilson contacted the City Clerk and is not able to attend the Advisory Commission Interview scheduled for February 8. The City Council agreed that Ms. Wilson would just be re -appointed with no interview. 2. Other Personnel Related Items. City Administrator Johnson stated she had a personnel policy item related to PTO leave that has come up. At the end of 2015, two employees lost PTO in accordance with the Personnel Policy Manual. City Administrator Johnson stated she is requesting the Council consider an exemption from the policy for one of those employees. Mary Olson has lost 260.96 hours of PTO and Ms. Olson requested the Council consider an exemption to allow her to carry-over her PTO. City Administrator Johnson explained the extraordinary circumstances regarding the request. She further stated that if the Council agrees to grant this one time exception to the policy, Ms. Olson must sign an agreement stating that she understands that this is one time exemption and that any time not used from this point forward will be forfeited. She further stated that she and the Finance Director request that the leave shall be required to be taken in equal increments over six years to eliminate the employee taking extended leave that would be a burden on the department. The Council agreed to allow the exemption as long as an agreement was drafted by the City Administrator outlining the terms of use. CM Schroeder motioned to approve an agreement for Mary Olson to allow use of the 260.96 hours in increments of approximately one week for six years. Seconded by CM Heidner. All in favor. Motion carried. Mayor Stockamp stated that both employees who lost PTO should be treated the same and stated that Council should approve an exemption for Lori Johnson. City Administrator Johnson stated she is grateful for the offer, but clarified that she is not asking for an exemption from policy for herself. CM Heidner motioned to approve an agreement for Lori Johnson to allow use the additional hours in increments of approximately one week for three years. Seconded by Mayor Stockamp. All in favor.
