BACKGROUN DMUSTIFICATION:
As the City of Otsego continues to see substantial growth over the last couple years, the Parks and
Recreation Department has strived to meet the needs of the residents by providing high quality parks
and recreation facilities. Currently, the Parks and Recreation Department has in its inventory 7 parks,
135 developed park acres, 20 miles of trails, 8 tennis courts, 4 full court basketball courts, 3- % court
basketball courts, 6 baseball fields, 3 full size soccer fields, 4 youth size soccer fields, 7 shelters, 1 dog
park, 1 archery range, and a splash pad. Of the 135 developed acres, approximately 90 of those aces are
irrigated. In addition to maintaining these facilities, the Department also mows over 100 park acres,
approximately 18 miles of grass boarders along trails, and approximately 26 acres of property for the
City's water treatment facilities. Also, in 2016 the City is slated to construct Northwood Park in the
Wildflower Meadows Development and over 2 miles worth of trails adjacent to 70th Street.
In order to continue to maintain the parks and recreational facilities to a high standard staff is
recommending beginning advertising for the fulltime maintenance II position that was approved with
the 2016 Parks and Recreation budget. This position will assist our Park Maintenance Lead with park
maintenance duties, and assist the Street Department during snow events.
An additional maintenance position will have a budget impact of approximately $27,540 which includes
benefits, annual training, clothing and boot allowance. The department is able to achieve this number
by eliminating 2-6 month seasonal positions, and several contracts for service. Below is a breakdown of
the duties the proposed position will perform that will have a direct budget impact:
Summer
2-6 month positons were budgeted in 2015 for the park seasonal positions. The department
was only able to fill one of the positions due to the lack of qualified applicants. This position
eliminated the need for the 2- 6 month positions which decreased the seasonal budget by
$23,760.
• 1- Seasonal positional position was budgeted in 2015 to assist with ice rink maintenance; this
position also eliminated the need for this position and decreased the seasonal budget by an
additional $900.
• The Parks Department has had to rely on contracting out a majority of the irrigation repairs. The
proposed position would take an active role in irrigation repair and maintenance, which almost
eliminates the need to contract for this service. In the past the department has budgeted
$3,000 annually for this.
• The Parks Department has had to rely on contracting out to fertilize some of the parks and the
playfields, the proposed position will also take an active role in providing this service as well.
Past budgets have included $4,000 for this service.
• The intent of this position would be to assign them to a snowplow route and also to aid with
snow removal on sidewalks, parking lots and trails. This would eliminate the need for a seasonal
position which over the past three years has average approximately $2,050 per year.

The attached job description was scored by Springsted and assigned 185 SAFE points which places The
Park Maintenance II position into a grade 6 in the approved 2016 pay plan. There will be no increase
needed at the step one level between the budgeted amount and the approved 2016 pay plan.
If approved, the position will be advertised on the websites of the League of Minnesota Cities, the City
of Otseeo, and the Minnesota Recreation and Parks Association.

DESCRIPTION OF WORK
General Statement of Duties: Performs skilled equipment operation and maintenance work
in the parks and recreation department.
Supervision Received: Works under the direction of the Parks and Recreation Director.
Supervision Exercised: Provides technical work direction to summer seasonal employees
and may oversee projects including providing work direction and coordination during the
project.
MAJOR JOB FUNCTIONS
1. Park Maintenance:
a. Maintain playground facilities and equipment, including inspection,
maintenance, and repairs
b. Install, maintain, and repair irrigation systems
c. Establishes new turf areas by applying seed and/or laying sod
d. Install trees, shrubs, and mulch
e. Apply fertilizer and weed control to parks, trails, and other public
areas
f. Trim and chip limb, trees, and other debris
2. Equipment Operation and Maintenance:

a. Operate heavy and light equipment to perform a variety of park
maintenance related duties
b. Perform preventative maintenance and light repair of park equipment
a. Removes snow from City streets, parking lots, and trials
b. Perform miscellaneous maintenance, construction, and repair work
on City buildings and properties
c. Assists other City Departments as needs
d. Preforms other duties as assigned

KNOWLEDGE, SKILLS AND ABILITIES
• Demonstrable knowledge of and experience in park maintenance including turf,
weed control, conservation methods, native plants, and tree care
• Demonstrable knowledge of playground installation, maintenance, repair,
inspection
• Demonstrable knowledge of playfield maintenance and setup
• Demonstrable knowledge of to follow oral and written instruction and to prioritize
work
• Ability to communicate clearly, professionally, effectively, and precisely both
verbally and in writing
• Ability to resolve and diffuse conflicts

MINIMUM QUALIFICATIONS
1. Two years of park maintenance experience
2. MN Class "B" driver's license and must obtain a Class driver's license within 6
months after hire.

2. Certified Tree Inspector
