No Yes — was held January 11th, 2016 BACKGROUND/JUSTIFICATION : A new ISD #726 E-8 School is being constructed north of 80th Street between Maciver Avenue and Marlowe Avenue. The school is scheduled to open fall of 2017. The school location is outside the current water and sewer district and therefore an interim lift station is necessary as well as extending watermain and sanitary forcemain to service the property. 801h Street is currently a 24' wide bituminous street typical of most Otsego rural streets. To accommodate the increase in traffic the school would generate, 801h Street must be widened and improved to match the City of Otsego 46' wide urban street section, typical of other collector streets in Otsego. The wider section is needed t o a provide turning and bypass lanes from Maciver Avenue to past the eastern most School entrance. The School District has signed an agreement to reimburse the City of Otsego for the 80th Street, storm sewer, water main and the sanitary sewer improvements up to $1,100,000 which was based on preliminary Engineering cost estimate prepared in June 2015. Plans and specifications have been completed and are attached for City Councils review. An engineer's estimate has been completed and is attached and is below $1,100,000. Bids would be opened March 1st and City Council will be able to award the project at the March 15th City Council meeting. Construction of the street and other improvements would likely begin in May and be substantially complete by Labor Day. Final completion would occur prior to July 1st of 2017 with only the final lift and striping occurring in 2017. SAMunicipaMOTSEG0\3930ESIGN & ESTIMATES\OT393 EngEst (2-3-16).x1sx Page 2 of 2 RESOLUTION NO. 2016-16 RESOLUTION ACCEPTING OF PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS FOR THE IMPROVEMENT OF 80T" ST NE (550' WEST OF MACIVER AVE NE TO MARLOWE AVE NE) WHEREAS, a feasibility study was prepared by Hakanson Anderson Associates, Inc. for the improvement of 80" St NE (550' west of Maclver Ave NE to Marlowe Ave NE) by reconstructing the street and installation of infrastructure to accommodate an E-8 School in the area and such feasibility study was presented to the Council on the 23d day of November 2015 and declares the improvement feasible, for an estimated cost of $1,070,395; WHEREAS, a resolution of the City Council adopted the 23d day of November 2015, fixed a date for a public hearing for improvements in accordance with the feasibility report and the assessment of benefiting property for all or a portion of the cost of the improvements pursuant to Minnesota Statutes Chapter 429, and WHEREAS, ten days' mailed notice and two weeks' published notice of the hearing was given, and the hearing was held thereon on the 11t" of January, 2016, at which all persons desiring to be heard were given an opportunity to be heard thereon, WHEREAS, a resolution of the City Council adopted the 12t" day of October, 2015 designated Hakanson Anderson as the engineer and authorized the preparation of plans and specifications for the improvements and has presented such plans and specifications to the council for approval; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA.- 1. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report 2. Such improvement has no relationship to the comprehensive municipal plan 3. Such plans and specifications, dated February 8t", 2016, a copy of which is attached hereto and made a part hereof, are hereby approved 4. The City Clerk shall prepare and cause to be inserted online in Quest CDN and within the City of Otsego's website, an advertisement for bids upon the making of such improvement under such approved plans and specifications.
