MEETING MINUTES
DECEMBER 13, 2000 - 7:00 PM
1. Chair Jeff Bar h Irl will call meeting to order
The Chair called the meeting to order at 7:00 p.m.
Roll Call:
Park & r a innCommission: Jeff Bartheld, Tom Constant,
Tony Faust, and Mike Day. Absent: Tom Baillargeon.

Mayor Fournier and Councilmember Suzanne Ackerman.
City Staff: City Administrator Mike Robertson.
Also in attendance were former Park & Recreation
Commissioners Sue Kroll and Darlene Solberg, and Julie
Pearson -Roden.
Agenda Approval - Commissioner Constant, seconded by
Commissioner Day, moved to accept the agenda as presented.
Carried 4-0.
November 8, 2000 Mini P_ - Commissioner Faust, seconded by
Commissioner Day, moved to approve the minutes as presented.
Carried 4-0.
Administrator Robertson update - Robertson updated
Commissioners on the new park equipment. Commissioners were
in consensus to hire someone to install the equipment.
Wrigh -H nn nin Electric bid - Robertson noted the bid for
$10,000 was based on a whole new service from the street.
Commissioners asked Robertson to have Wright -Hennepin make a
bid to run service from the City Hall.
Skating Rink - Commissioners were in consensus to have a
skating rink. Robertson said he would talk to Ron Black or
Mac's Well Drilling to get hoses that could be used in the
evening. Robertson was directed to call Michelle Bergh to
schedule rink attendants. Julie Pearson -Roden said that she
would be the main rink attendant. Julie asked if two rink
attendants could be scheduled on evenings due to the
isolated nature of the rink. Commissioners approved.
Park Shelter - Commissioners asked that a sign be put up on
the park shelter suggesting that people call City Hall for
reservations. They also suggested a bulletin board be put
up at the Park Shelter with users listed. Robertson said he
had not ordered picnic tables for the shelter because he was
still researching the best ones to obtain. Commissioners
suggested that a few additional picnic tables be installed
outside the shelter.
Haunted House Wrap Un - Robertson indicated the Haunted
House made $3,500.71. Commissioners asked for the total
expenditures, and Robertson said he would have them once the
year end accounting was completed. Chair Bartheld said he
would provide a list of volunteer names and addresses to
Robertson and Robertson said he would draft thank you
letters for Jeff's signature.
Winterfest - Commissioners Constant, seconded by
Commissioner Day, moved to cancel Winterfest due to
insufficient volunteers. Carried 4-0. Robertson was
directed to contact the Star News and put a notice in the
paper.
Council Representative Richard Nichols - Mayor Fournier read
a letter from the City Council congratulating Jeff Bartheld
on his performance as Chair and presented it to Jeff.
Chair Bartheld's Closing Remarks - Jeff thanked the
Commissioners for all their hard work and the City for its
support. He said he had a number of items he wanted to
mention before he left.
1) Bleacher teats end can - They are still in the tin shed
and should be installed before summer.
2) Ballfield Benches - They are in the tin shed and should
be installed on all ballfields.
3) Volleyball Courts - Clean off the weeds and try to get
more use out of them.
4) Park Shelter - Establish guidelines for use.
5) Odean Avenue Bike Path - Pitted or chipped in many areas,
excessively crowned in others. Make the contractor fix it.
6) Bike Paths - Put up "No Snowmobiling" signs on bike
paths.
7) Bike Path at Od an & Cty Rd 39 - Put up signs or some
kind of barrier. People are turning on to it thinking its a
turn lane.
8) Playground Ecrui m n - Keep adding new and updated
equipment to Otsego Prairie Park.
9) Elaine Norin Property - Don't let this property be
developed without getting northernmost 10 acres for a park
on the river.
10) Community Center - Let's dream long-term for the City.
11) Cooperation - Jeff urged continuing cooperation between
the Park & Recreation Commission and the City Council.
Adjournment - Commissioner Constant, seconded by
Commissioner Faust, moved to adjourn at 8:53 p.m. Carried
4-0.

It
