No No - Waived BAC KG R O U N DM U S TI F I CATI ON: To facilitate the development of Great River Centre 3rd Addition's Outlot A, public improvements must be constructed. These improvements include a typical commercial street with bituminous trail and concrete sidewalk, watermain and services, sanitary sewer main and services and storm sewer. Currently no street exists to service GRC 3`d Outlot A or adjacent lots. Water and sanitary sewer mains have exist stubbed towards the property south of 85th Street. GRC 3`d Outlot A is being platted as Great River Centre 4th Addition with Lot 1 Block 1 being purchased by P&F Machining and Outlot A of GRC 4th Addition being retained by the City of Otsego for future sale. P& F Machining and the City of Otsego have entered into an agreement regarding purchase of Lot 1 Block 1, TIF, reassessment for CSAH 42, and assessment for Quaday Avenue Improvements. Bids are scheduled to be opened March 15th and possible award at the City Council meeting March 281n Construction should occurr in the early summer months of 2016. The builder, P&F Machining, will have the ability to construct their building(s) concurrently. The project is funded through assessments and a DEED Grant and City Revolving Fund. The City Revolving Fund will be refunded through the sale of GRC Outlot A. Such improvement is necessary, cost-effective, and technically feasible as detailed in the feasibility report and will benefit the properties proposed to be assessed. The project is does not need to be added to another project to make economic sense. 2. Such improvement has no relationship to the comprehensive municipal plan 3. Such plans and specifications, dated February 18th, 2016, a copy of which is attached hereto and made a part hereof, are hereby approved 4. The City Clerk shall prepare and cause to be inserted online in Quest CDN and within the City of Otsego's website, an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be viewable for (3) three week(s), shall specify the work to be done, shall state that bids will be opened and considered by the council at 2:00 p.m. on March 15, 2016, in the lunch room of City Hall located at, 13400 90th Street NE, Otsego, MN 55330. No bids will be considered unless sealed and filed with the clerk and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the clerk for 5.0 percent of the amount of each bid Adopted by the council this 22" d day of February, 2016.
