09-13-94 PROTSEGO PARK AND RECREATION COMMISSION Sept. 13, 1994 Members present: Rocky Martin Darlene Solberg Darlyn Koefed Debbie Carron Floyd Roden -council Tom Constant Tom Baillargeon Bill Olson Carl Swenson Guests: Jeff Ashfal- Area Recreation Merlin Otto- Consultant Pam Black- Comm. Ed -Volunteer Bridge Randy Reznicek and Bob Flayder-MNDOT 1. Meeting called to order at 8:01 by Tom Baillargeon. Minutes corrected from 8-1 to 8-2. Rocky M. moved to approve, Darlene s. second with correction of date. All in favor. 2. Pam Black from Community Education's Volunteer Bridge presented information about a program at Salk Junior High called Target. They are organizing about 350 students to do 6-8 hrs. of community service. Three mornings in the month of October ninth graders would be doing service projects. There would be 10-20 students with a staff member/ parents. Discussion was had as to how they could be involved in Otsego. They would possibly work on Mon. or Tues. mornings from 9-11 am. Some suggestions as to what they might do are: 1) Help with the scavenger hunt; 2) help wit the hay ride; 3) general cleanup and gather wood in the city park *structured time is necessary; 4) skating rink raking and mowing. Tom Baillargeon and Floyd Roden would be available during the day to help organize. Double benefit- Students would be proud of the park they worked on. *Tom C. moved to offer to 9th grade Salk students work on 3 days, 9-11 am . They will be working on community service projects as needed. Debbie C. second. Motion passed. 3. Presentation by Randy Reznicek from MNDOT. Randy works in a different district of MNDOT, but is from Otsego. He and Bob Flayder made a presentation on how MNDOT provides money to help put in shrubs, ect. along state highways, including 101. MNDOT supplies the plants such as prairie grasses and wild flowers and the community supplies the labor. -A slide show was presented on what landscapes might look like. *Park commission might want to wait until after 101 project completion, but a plan could be started. We would also need to look at other community groups for help, plus community businesses. We cannot use Sentence to Serve helpers. *There would need to be a letter to MNDOT from the city to get process moving and also to make contact to begin program. *Search committee to identify areas to recommend to the park board. (5 crossroad corners on 101 to work with. Looking toward spring of 1996.) Darlene S. moved to table tree project until the October meeting, after review of the materials. Rocky M. second. Motion approved to table until Oct. 4. Recreation coordinator- Jeff Ashfal Jeff was appreciative of help on summer projects and hopes it continues to work well and grow in the future. Update on hay ride and scavenger hunt- hay ride seems to be very popular and the scavenger hunt is getting a good response. Jeff stated that treats or snacks would help. Safety camp- response - very good turnout with about 30 children. Parents gave very nice remarks and said they would be willing to pay. Scavenger hunt- Oct. 15th 1-2:30 pm. Will be organized by Jeff and staff - Michelle Berg- 4 hrs at $9.00 per hr. and one park and rec. commissioner assisting. Cost approx. $36 and snacks and prizes. *Darlene moved to recommend to the council to have Michelle set up scavenger hunt and pay fee thru contract as in the Safety camp, and make a preliminary purchase of refreshments to be paid for by park commission - no fee event. Darlyn Kofed second. Approved. Hay ride- October 29th, bpm. Twelve families registered so far. Must register. $3 individual, $8 per family. Floyd will provide wagon. Groups will ride in shifts. Bonfire, ect. Possibility of having Jack -o -lanterns on trail (lit up), scarecrows. Another report by Jeff will be given at the Oct. meeting on progress. We are insured for liability. -Area rec. board meeting is October 13th at 7:15 pm here at the Otsego city hall. 5. Historical society- nothing new to report. Applications being taken for membership. 6. Grants- report from Merlin Otto *(See hand out provided by Merlin.) Funds approved for ISTEA 7/95.-$61,000 by the city, $250,000 total to be received. -What right of way issues do we need to address for development? 10' wide treadway in 30'-35' right of way. -Administrator will be out sometime this fall to view area. -Next month on agenda for discussion of corridors. Size, width, area. Define land area. ie. Otsego Creek, area north of school. 7. Skating rink - Rules, ect., must be presented to council. Darlene will submit. -Floyd will check on pay phone cost. -Rules submitted- spelling error- grounds., also emergency contacts- Tom B. misspelled. - Darlene will prepare poster of rules for the rink. -Open/closed sign needed -Need to hire staff vs. volunteers to man *Darlyn K. moved to approve rules and responsibilities for Darlene S. to submit to council. Tom C. second. Approved -Set date for work on furnace, chimney and gas plumbing- Oct 1st- Tom B. and Tom C. All other volunteers welcome. 8. Park Guidelines- -insurance company regulations -playground equipment- Merlin O. has rules -Tar is down on path. 1795 feet. Flat surface was made because trail was less area than expected- few low spots which are repairable. -Tom C. has part of the volleyball equipment -Picnic site equipment should be here by the end of the month (Barbecue and tables -three standard and one handicap.) -6+ trash cans purchase w/handles (Tom C. will check with Jim Lefebvre) -Satellite biffy- Floyd and Darlene will check with Affordable Sanitation -Tom B. will finch out how many students will be here to help (Salk volunteers). 10. Winter activities- Possible cross country. Sliding hill. Power plant would donate ash to put down and it would be covered with dirt for hill. Tom B. will follow thru. Hill should be approx. 10-12 feet high. *Darlyn K. moved to have dirt piled and very carefully planned so as to assure an accident free area w/o use of ash. This is to be presented to council and include specifications supplied by Merlin. Tom C. second. Approved. 11. News articles- MNDOT and ISTEA approved 12. *Rocky moved and Carl S. second to table capital improvements (hand out from Merlin). Approved. Suggestion to have a special meeting for this issue. 13.
