RESOLUTION ACCEPTING OF PLANS AND SPECIFICATIONS AND
ORDERING ADVERTISEMENT FOR BIDS FOR THE IMPROVEMENT OF
QUADAY AVENUE NE (FROM 85Th ST NE SOUTH 1100')
WHEREAS, a feasibility study was prepared by Hakanson Anderson
Associates, Inc. for the improvement of Quaday Ave NE (from 85th St NE south
1100') by constructing street, sanitary sewer, storm sewer, water main, sidewalk
and trails and such feasibility study was presented to the Council on the 14th day
of December 2015 and declares the improvement feasible, for an estimated cost
of $635,393;
WHEREAS, a resolution of the City Council adopted the 14th day of
December 2015, fixed a date for a public hearing for improvements in accordance
with the feasibility report and the assessment of benefiting property for all or a
portion of the cost of the improvements pursuant to Minnesota Statutes Chapter
429, and
WHEREAS, a resolution of the City Council adopted the 14th day of
December, 2015 designated Hakanson Anderson as the engineer and authorized
the preparation of plans and specifications for the improvements and has
presented such plans and specifications to the council for approval,
WHEREAS, an agreement between P & F Machining, a benefiting
property, and the City of Otsego was signed agreeing to an assessment for the
improvements and waiving the requirement of an improvement hearing or a future
assessment hearing;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF OTSEGO, MINNESOTA:
1. Such improvement is necessary, cost-effective, and technically feasible as
detailed in the feasibility report and will benefit the properties proposed to be
assessed. The project is does not need to be added to another project to
make economic sense.
2. Such improvement has no relationship to the comprehensive municipal plan
3. Such plans and specifications, dated February 18th, 2016, a copy of which is
attached hereto and made a part hereof, are hereby approved
4. The City Clerk shall prepare and cause to be inserted online in Quest CDN and
within the City of Otsego's website, an advertisement for bids upon the making
of such improvement under such approved plans and specifications. The
advertisement shall be viewable for (3) three week(s), shall specify the work to
be done, shall state that bids will be opened and considered by the council at
2:00 p.m. on March 15, 2016, in the lunch room of City Hall located at, 13400
90th Street NE, Otsego, MN 55330. No bids will be considered unless sealed
and filed with the clerk and accompanied by a cash deposit, cashier's check,
bid bond, or certified check payable to the clerk for 5.0 percent of the amount
of each bid
