MEETING MINUTES
NOVEMBER 13, 2002 - 7:00 PM
1. Chair Mike Day will call meeting to order.
Mike Day called the meeting to order at 7:00 p.m.
Roll Call:
Park & Recreation Commission: Mike Day, Tom Constant, Rose
Cassady, Pauline Nelson, Jessica Stockamp, and Jim Gaikowski
Absent: Terry Long and Tom Baillargeon.
Councilmembers: CM Jerry Struthers.
Staff: City Administrator Mike Robertson
Approval of Agenda - Commissioner Stockamp requested to add
Recreation Discussion to the agenda. Commissioner Constant,
seconded by Commissioner Gaikowski, moved to approve the
agenda as amended. Carried 6-0.
Presentation of Park Plans - Prairie Park & Lily Pond Park -
Damon Farber - Damon Farber, the City's park designer,
reviewed the proposed park plans for Prairie Park and Lily
Pond Park. Farber noted that these were master plans, and
that the idea would be to put everything on the plans out
for bid this winter and then the City could remove or add
items depending on how the bids came in.
For Prairie Park commissioners recommended putting the
walking path closer to Otsego Creek, composting the soil to
improve quality, keeping the current play equipment, and
consider adding irrigation and a skateboard park. For Lily
Pond Park they were satisfied with the design.
Commissioners set a Public Information Meeting to view the
plans for Lily Pond Park area residents for December 11,
2002 at 7:00 p.m. Robertson said he would mail notices to
the adjoining neighborhoods.
Haunted House - Commissioners reviewed the Haunted House.
Consensus was that more adult volunteers were needed for
next year. Commissioners discussed possible 2003 dates of
October 24 & 25, and October 31 & November 1.
Recreation Discussion - Commissioner Stockamp said that she
knew someone who was a recreation assistant in a larger
community who lived in Otsego who would be interested in the
part-time Recreation Director position. Robertson said that
the position was in the 2003 budget but that he did not
think the City Council would act to advertise for it until
after they saw what actions the State took to balance the
budget, which would probably not be until May.
Other Business - Robertson noted that the terms of
Commissioners Day and Constant were up at the end of the
year and asked them to let him know their interest in being
reappointed. They both said they would not seek to be
reappointed due to time commitments.
Adjournment - Commissioner Constant, seconded by
Commissioner Nelson, moved to adjourn at 9:25. Carried 6-0.
