MEETING MINUTES
FEBRUARY 11, 2003 - 7:00 PM
1. Call to order. Chair Jeff Bartheld called the meeting
to order at 7:00 p.m.
Roll Call:
Park & Recreation Commission: Jeff Bartheld, Jessica
Stockamp, Pauline Nelson, Terry Long, Mark Thorsted, and
Peter Torresani. Jim Gaikowski arrived 7:15 p.m.
Absent: Rose Cassady.
Councilmembers: CM Jerry Struthers.
Staff: City Administrator Mike Robertson
New Commissioners - Administrator Robertson introduced new
Commissioners Peter Torresani and Mark Thorsted. He
indicated that Tom Baillargeon was no longer a commissioner.
Approval of Agenda - Commissioner Stockamp, seconded by
Commissioner Torresani moved to approve the agenda as
presented. Carried 6-0.
Approval of January 8, 2003 Minutes - Commissioner
Torresani, seconded by Commission Nelson, moved to approve
the January 8, 2003 minutes. Carried 6-0.
Commissioner Gaikowski arrived at 7:15 p.m.
Review of Park Construction Bids - Commissioners reviewed
the park construction bids. Administrator Robertson noted
that the City Council has set a workshop to review the bids
with the Park Commission for Thursday, March 13, 2003 at
6:30 p.m. Commissioners discussed a variety of financing
methods for park construction.
Discussion of Skate Park - Chair Bartheld reviewed his
knowledge of the Hopkins skate park. Commissioners
discussed what should be included in a skate park. A
meeting was set for Saturday, March 8, 2003 at 8:00 a.m. to
tour area skate parks.

Haunted House - Commissioners discussed what they would like
to have in the 2003 Haunted House.
Youth Membership - Chair Bartheld suggested that some
teenage students be encouraged to join the Park & Recreation
Commission to give their feedback. Commissioners agreed it
was a good idea. They decided they will develop some
criteria for the positions and Chair Bartheld said he would
contact the schools to see if there was any interest.
City Update - Administrator Robertson and Councilmember
Struthers updated Commissioners on recent Council actions,.
There was considerable discussion about the proposed Parrish
Avenue buy out. Commissioners were opposed to the use of
park fees to pay the City's share and didn't think there was
a need for a park on Parrish Avenue.
Adjournment - Commissioner Nelson, seconded by Commissioner
Long, moved to adjourn at 8:55 p.m. Carried 7-0.
