RE: Resolutions of Support for the Crow River Regional Trial Masterplan
Background:
Planning for the Crow River Regional Trail (CRRT) is progressing and Wright County and
the Three River Park District are at a point where they are seeking support for the trail
from the partnering agencies.
Wright County is applying for initial designation of the CRRT concept to the Greater
Minnesota Regional Parks and Trails Commission. This application is for the trail to be
considered for regional designation through the Minnesota Regional Parks and Trails
Commission. This designation is necessary in order for the trail to be eligible for
funding. As part of this application, Wright County is requesting the cities of Otsego,
Delano, Rockford, and Hanover adopts a resolution as joint applicants. Wright County
is requesting that all joint applicant resolutions be reviewed and adopted prior to April
15, 2016. City Staff is recommending that the Parks and Recreation Commission review
the application and recommend that the City Council adopt the resolution as a joint
applicate at their meeting on March 28, 2016.
Three Rivers Park District is seeking support for the CRRT Master Plan. This Master
Plan has been updated after public input to reflect the preferred route of the trail. The
route will bring the trial into the city on the south side of County Road 36 which is an
area currently being reviewed for development. The trial would then follow County
Road 36 north to the intersection of County Road 36 and the River Road where a
potential trail head could be located. City Staff is recommending that the Parks and
Recreation Commission recommend that the City Council adopt a resolution of support
for the CRRT Master Plan.
Once the all resolutions of support from the partnering agencies have been received,
Wright County and the Three Rivers Park District will continue with their efforts for
completing the regional designation and the masterplan of the trial.
Conclusion:
Staff is requesting that the Parks and Recreation Commission review the material
included in this memo and provide a recommendation to the City Council that they
adopt a resolution of joint application for supporting the application of regional trail
designation. Staff is also requesting the Parks and Recreation Commission recommend
that the City Council adopt a resolution of support of the CRRT Master Plan.

RESOLUTION OF SUPPORT FOR THE CROW RIVER REGIONAL TRIAL
WHEREAS, The City of Otsego recognizes the Crow River Regional Trail as an
important component of the regional parks system providing a desirable recreational and
non -motorized transportation amenity to the residents of the region; and
WHEREAS, The Crow River Regional Trail will provide safe, off-street non -motorized
access to existing regional and state recreation amenities including the Luce Line State
Trail, Lake Rebecca Park Reserve, Crow -Hassan Park Reserve, the planned Lake Sarah,
Rush Creek (extension) and West Mississippi River Regional Trails; and
WHEREAS, The City of Otsego recognizes that Three Rivers Park District, in
conjunction with efforts of Wright and Carver Counties, and the directly affected cities,
have gathered significant public input in the development of the Crow River Regional
Trail Master Plan; and
WHEREAS, The City of Otsego recognizes that Three Rivers Park District has drafted
the Crow River Regional Trail Master Plan and accepted and responded to public
comments appropriately; and
WHEREAS, The Crow River Regional Trail Master Plan is consistent with other
approved local and regional plans; and
WHEREAS, The City of Otsego supports the acquisition, design, implementation, and
operation of the Crow River Regional Trail pursuant to the Master Plan; and
WHEREAS, The City of Otsego intends to enter into a regional trail cooperative
agreement with Three Rivers Park District formally outlining the acquisition, design,
implementation, and operation responsibilities of the Crow River Regional Trail; and
THEREFORE, BE IT RESOLVED, that the City of Otsego supports the Crow River
Regional Trail Master Plan.
ADOPTED this 11 "' day of April 2016 by the Otsego City Council.
