02-16-16 Parks and Rec Worksession Minutes ITEM 3.2 OTSEGO PARKS AND RECREATION JOINT MEETING WORK SESSION OTSEGO PRAIRIE CENTER February 16, 2016 6:00 PM Call to Order. Mayor Jessica Stockamp called the special Joint Workshop City Council and Parks and Recreation Commission to order at 6:00 PM. City Council member Heidner motioned to close the meeting due to lack of quorum. Seconded by Mayor Stockamp. Motion carried. Call to Order. Chair Angie Dehn called the work session meeting to order at 6:02 PM. Roll Call: Chair Angie Dehn; Commissioners: Doug Cassady, Corey Tanner, Cara Husak, and Derrick Stark. City Council: Mayor Jessica Stockamp, and City Council member Vern Heidner. Staff: Lori Johnson, City Administrator, Ross Demant, Parks and Recreation Director, Amy Stemler, Recreation Lead and Connie Schwecke, Recreation Administrative Assistant. Others in attendance: Charles Vonberg 1. SOAR Presentation Ms. Jamie Reznicek introduced the student board members of SOAR (St Michael Otsego, Albertville, Rogers) who presented a new program; Broadway in the Park. This outdoor theater program would consist of four plays that teach a positive life lesson and would be offered at Prairie Park this summer to families. The four plays are: Snow White, King Midas, Cinderella, and Alice in Wonderland. The City Council members, Parks and Recreation Commissioners and staff were all in favor of supporting this program and had many compliments to the student board members. 2. Parks and Recreation Goal Discussion. Parks and Recreation Director Demant presented the Parks and Recreation Mission Statement. Council Member Heidner questioned the placement of the word heritage in the mission statement. Parks and Recreation Director Demant stated that the commissioners had felt that Otsego was a unique city because it has placed value on its history and traditions. Examples of this are shown in the process of how the city choses the naming of any new parks and also with the history of the community events that have been held for many years. Chair Dehn commented that if you placed the word “heritage” at the end of the mission statement it would hold more importance because it would be read last. ITEM 3.2 Parks and Recreation Director Demant presented Parks and Recreation goals and action items. Council member Heidner stated that the wording of any goal from the City’s Comprehensive Plan could not be changed. Demant agreed and said that the action steps would be fluid but the goals would be written exactly as stated in the Comprehensive Plan. City Administrator Johnson recommended to the commissioners to work on 2017 goals and actions steps now so to include them in the 2017 budget and CIP. The commissioners all agreed that the format for the goals and action steps which Demant present was acceptable. Mission Statement: “OTSEGO PARKS AND RECREATION, THROUGH ITS EMPLOYEES AND VOLUNTEERS, IS COMMITTED TO PERSERVING HERITAGE WHILE PROVIDING QUALITY AND INNOVATIVE SERVICES, PARKS, AND PROGRAMS TO RESIDENTS AND VISITORS.” 3.
