BACKGROUND/JUSTIFICATION:
Proper gravel road maintenance is very important to the performance of the City's gravel roads.
In addition to routine maintenance blading and gravel additions, gravel reclaiming is just as important.
Gravel reclaiming is the process of salvaging class 5 on the untraveled portion or shoulder of the road.
The class 5 material ends up on edge of the road by erosion, traffic and snow removal operations. The
best way to move this material back to where it can be useful is by using a shouldering disc that goes on
the 3-point hitch of one of the department's tractors. Staff has borrowed a shouldering disc from
surrounding communities in the past but we are looking to purchase our own disc to be used at our
convenience. In addition to helping on gravel road shoulders to reclaim gravel, it can also be used on
rural sections of paved streets to reclaim gravel. This process has the potential to reduce the amount of
class 5 that is required to perform shouldering operations.
Staff has requested quotes from Diamond Mowers, Inc. and Tiger Corporation for comparable
shouldering discs. Both disc manufacturers provided state contract pricing for their product. Diamond
Mowers, Inc. and Tiger Corporation submitted quotes of $6,784 and $6,888.36 respectively. Staff is
recommending purchase of a shouldering disc from Diamond Mowers, Inc. for a price of $6,784. Funding
for the purchase was accounted for in the 2016 Streets Departments Small Tools and Equipment budget.
The Public Works Subcommittee was presented with this information at its Feb. 23rd meeting and
recommended that it be placed on consent agenda.
