BACKGROUND/JUSTIFICATION:
Each year the City has an option to designate state aid streets within the City. City staff reviews the
streets and determines which ones will garner the City the most needs thus the most Municipal State
Aid (MSA) money annually. As the City grows and adds new streets, it generates the ability to designate
20% of the new street length as MSA streets. Last year, the City of Otsego created enough new streets
to designate 1.25 miles of new state aid street. Streets designated as State Aid are required to start and
end at another state aid street, a county state aid street, or a trunk highway; therefore Cities rarely are
able to allocate every possible state aid street amount eligible. This year, city staff is proposing Mason
Avenue from 83`d Street to CSAH 39, 1.25 miles, be added as state aid. This route currently has a
moderate amount of daily traffic. It is anticipated to see higher volumes once the E-8 School is open.
ADT is the benchmark state aid uses in determining the dollars generated by a street, so the more ADT,
the more money generated through State Aid yearly. Though we anticipate 801h Street having the higher
ADT between the two options they fall within the same tier with regards to generation of financial
Needs are it is not likely to change in the near future even after the school is open. The tiers being 0-
499 ADT, 500-1999 ADT, 1999 to 4999 ADT, etc..
Attached is a resolution and a Municipal State Aid Map showing the proposed locations of the new
Municipal State Aid street.

RESOLUTION ESTABLISHING AND REVISING MUNICIPAL STATE AID STREETS
WHEREAS, it appears to the City Council of the City of Otsego that the streets
hereinafter described should be designated, extended or shortened Municipal State Aid
Street(s) under the provisions of Minnesota law.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Otsego
that the roads described as follows, to -wit:
Mason Avenue NE (from 83rd Street NE to CSAH 39 (Wright County))
be, and hereby established, located, and designated a Municipal State Aid Streets of said
City subject to the approval of the Commissioner of Transportation of the State of
Minnesota.
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed
to forward two certified copies of this resolution to the Commissioner of Transportation for
his consideration, and that upon his approval of the designation of said roads or portions
thereof, that same be constructed, improved and maintained as a Municipal State Aid
Street of the City of Otsego.
