ITEM 3.6D Planning 2.1.2016 MinutesITEM 3-6p OTSEGO PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER February 1, 2016 7:00 PM Call to Order. Chair Black called the meeting to order at 7:00 PM. Roll Call: Chair Pam Black; Commissioners: David Thompson, Steve Schuck, Jim Kolles, Richard Nichols and Roger Mord. Absent: Commissioner Aaron Stritesky. City Council: Vern Heidner. Staff: Daniel Licht, City Planner and Connie Schwecke, Administrative Assistant. 1. Announcements: No Items. 2.Consider the following minutes: 2.1 January 19, 2016 Planning Commission Meeting_ Commissioner Schuck motioned to approve as written. Seconded by Commissioner Kolles. All in favor. Motion carried. 3. Non Public Hearing item: 3.1 Planning Commission reviews Development Program and TIF Plan for P & F: City Planner Licht presented the Planning Report. City staff recommends adoption of Resolution 2016-01 finding that the proposed TIF Development Program and TIF Plan. Commissioner Nichols questioned that on page 2- 4, the sources of funds interest is not the same amount as the interest shown in the table on page 2-5 but the totals of each table were the same. City Planner Licht stated that this question should be sent back to the bond council to ask them to address this for the City Council. Commissioner Nichols asked why we would have a TIF (Tax Increment Financing) now. City Planner Licht said that this would be one option for the City Council that is available for this project to offset unusual development expenses. Commissioner Schuck questioned the risks to the City if the tax increment financing would stop. City Planner Licht stated that the developer has to enter into an agreement with the City and that the TIF funds are to be pay as you go financing. Commissioner Mord questioned the approval process for project receiving a tax increase financing. City Planner Licht stated an application requesting finance assistance is brought to the City Council and there is a criteria the city council uses to evaluate the finance assistance requests and requirements for approval established by State Statute. Commissioner Thompson motioned to recommend to the City Council to adopt Resolution 2016-01 finding that the proposed Development Program for Development District No. 1 and the TIF Plan for establishment of the TIF District No. 1— Great River Centre within Development District No. 1 is consistent with the 2012 Otsego Comprehensive Plan. Seconded by Commissioner Nichols. All in favor. Motion carried. 3.2 Gateway North Building #2. City Planner Licht presented the Planning Report. City staff recommends approval of the applications as outlined in the planning report. City Planner Licht requested that "public" be added in condition No. 9 to read: `All public easements are subject to review and approval by the City Engineer." City Planner Licht also stated that condition No.10 was to be removed due to issues of recording the final plat that will likely take longer than 100 days to resolve. Mr. Dale Emter from Duke Reality introduced himself and stated that he was here to comment and answer questions. Commissioner David commented that the buildings in Gateway North are attractive. Commissioner Thompson questioned if this was to be distribution facility with painting equipment being shipped out. Mr. Emter said yes. Commissioner Nichols motioned to recommend to the City Council to approve Gateway North Fifth Addition Final Plat, site and building plans for Gateway North Building 2, subject to the 10 conditions outlined in the planning report with the recommended change to the #9 and removing #10 entirely. Seconded by Commissioner Thompson. All in favor. Motion carried. 3. Update on City Council actions. CM Heidner gave an update to the Commissioners on City Council actions. 4. Update on future Planning Commission Agenda items. No items at this time. 5. Adjourn. Commissioner Thompson motioned to adjourn. Seconded by Commissioner Schuck. All in favor. Motion carried.
