BACKGROUND/JUSTIFICATION:
A new ISD #728 E-8 School is being constructed north of 80th Street between Malver Avenue and
Marlowe Avenue. The school is scheduled to open fall of 2017. The school location is outside the
current water and sewer district and therefore an interim lift station is necessary. Watermain and
sanitary forcemain and reconstruction of 801h Street will be completed under a separate contract also
with the City of Otsego.
The School District has signed an agreement to reimburse the City of Otsego for the 80th Street, storm
sewer, water main and the sanitary sewer improvements (including the interim lift station) up to
$1,100,000 which was based on preliminary Engineering cost estimate prepared in June 2015. It appears
after the bid opening of the 801h Street the projects are still within budget.
Plans and specifications have been completed and are attached for City Councils review. An engineer's
estimate has been completed and is attached and is $109,550. Bids would be opened April 12th and City
Council will be able to award the project at the April 25th City Council meeting. Construction of the lift
station can start June 15t and must be substantially complete by September 30th. Final completion would
occur prior to October 315t of 2016. We expect the completion of the lift station to occur prior to the
new school having operational plumbing.

RESOLUTION NO. 2016-32
RESOLUTION ACCEPTING OF PLANS AND SPECIFICATIONS AND
ORDERING ADVERTISEMENT FOR BIDS FOR CITY PROJECT NO. 16-06,
WEST OTSEGO E-8 SCHOOL INTERIM LIFT STATION
WHEREAS, a feasibility study was prepared by Hakanson Anderson
Associates, Inc. for the improvement of 801h St NE (550' west of Maclver Ave NE
to Marlowe Ave NE) which includes the E-8 School interim lift station and such
feasibility study was presented to the Council on the 23rd day of November 2015
and declares the improvement feasible, for an estimated cost of $1,070,395;
WHEREAS, a resolution of the City Council adopted the 23rd day of
November 2015, fixed a date for a public hearing for improvements in accordance
with the feasibility report and the assessment of benefiting property for all or a
portion of the cost of the improvements pursuant to Minnesota Statutes Chapter
429, and
WHEREAS, ten days' mailed notice and two weeks' published notice of
the hearing was given, and the hearing was held thereon on the 11th of January,
2016, at which all persons desiring to be heard were given an opportunity to be
heard thereon,
WHEREAS, a resolution of the City Council adopted the 12th day of
October, 2015 designated Hakanson Anderson as the engineer and authorized the
preparation of plans and specifications for the improvements and has presented
such plans and specifications to the council for approval;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF OTSEGO, MINNESOTA:
1. Such improvement is necessary, cost-effective, and feasible as detailed in the
feasibility report
2. Such improvement has no relationship to the comprehensive municipal plan
3. Such plans and specifications, dated March 11th, 2016, a copy of which is
attached hereto and made a part hereof, are hereby approved
4. The City Clerk shall prepare and cause to be inserted online in Quest CDN and
within the City of Otsego's website, an advertisement for bids upon the making
of such improvement under such approved plans and specifications. The
advertisement shall be viewable for (3) three week(s), shall specify the work to
be done, shall state that bids will be opened and considered by the council at
2:00 p.m. on March 1st, 2016, in the lunch room of City Hall located at, 13400
90th Street NE, Otsego, MN 55330. No bids will be considered unless sealed
and filed with the clerk and accompanied by a cash deposit, cashier's check,
bid bond, or certified check payable to the clerk for 5.0 percent of the amount
of each bid
