RECOMMENDATION:
Staff recommends that the City adopts a resolution formally supporting Wright County to submit the
Crow River Regional Trail for designation as a Regional Park or Trail in Greater Minnesota.

Planning for the Crow River Regional Trail (CRRT) is progressing and Wright County is at a point where
they are seeking support for the trail from the partnering agencies.
Wright County is applying for initial designation of the CRRT concept to the Greater Minnesota Regional
Parks and Trails Commission. This application is for the trail to be considered for regional designation
through the Minnesota Regional Parks and Trails Commission, this designation is necessary in order for
the trail to be eligible for funding. As part of this application, Wright County is requesting the cities of
Otsego, Delano, Rockford, and Hanover adopt a resolution as joint applicants. Wright County is
requesting that all joint applicant resolutions be reviewed and adopted prior to April 15, 2016.
Staff presented the resolution to the Parks and Recreation Commission at their March meeting. The
Commission voted unanimously to recommend that the City adopt a resolution formally supporting
Wright County to submit the Crow River Regional Trail for designation as a Regional Park or Trail in
Greater Minnesota on behalf of the partnership.

BE IT RESOLVED that the City of Otsego as a joint applicant, formally supports and
authorizes Wright County to submit the Crow River Regional Trail on behalf of the partnership,
for Designation as a Regional Park or Trail in Greater Minnesota.
BE IT FURTHER RESOLVED that as a joint applicant we are fully aware of the information
provided in the application and associated responsibilities, including long-term commitments as
defined in the application and related master plan and supporting information as submitted.
BE IT FURTHER RESOLVED that, should The Crow River Regional Trail receive formal
designation as a Regional park or trail in Greater Minnesota by the Commission, that as the joint
applicant we have the legal authority to enter into formal designation and funding agreements
with the Commission for the referenced park or trail.
BE IT FURTHER RESOLVED that the City of Otsego certify they will comply with all
applicable laws and regulations associated with regional designation and any future grant
funding for their respective portions of any project.
