Call to Order.
Mayor Jessica Stockamp called the meeting to order at 6:00 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Dan Scharber, Doug
Schroeder and Tom Darkenwald.
Staff: Lori Johnson, City Administrator; Ron Wagner, City Engineer and Tami Loff, City Clerk.
Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum.
No one present.
2. Consider agenda approval.
City Administrator Johnson recommending moving item 3.46 to 4.0.
CM Heidner motioned to approve as amended. Seconded by CM Schroeder. All in
favor. Motion carried.
3. Consent Agenda. (Non -controversial items.
3.1 Approve Claims List.
3.2 Approve City Council Meeting Minutes.
A. August 27, 2012 Meeting.
3.3 Received Commission Meeting Minutes.
A. Heritage Preservation Commission July 10, 2012.
B. Police Commission July 10, 2012.
3.4 Pay Estimates/Requests:
A. Final Pay Estimate #1 for the new City Hall parking lot.
B. Final Payment to MNDot for TH101 (Local Share). -REMOVED
3.5 Approve summary Ordinance 2012-10 regarding municipal utilities.
CM Scharber motioned to approve with the removal of item 3.4113. Seconded by CM
Heidner. All in favor. Motion carried.
4. Administration.
4.0 Final Payment to MNDot for TH101 (Local Share).
City Engineer Wagner presented the staff report. City staff is recommending that anything
above what the City agreed to pay initially the County pay. City Administrator Johnson said City
staff recommends this be routed through the County Attorney. City Engineer Wagner said
City staff is recommends a change in the motion to include approval of payment and directing
the City Attorney to write a letter to the County Attorney.
CM Heidner motioned to approve payment and direct staff to write a letter to the
County Attorney. Seconded by CM Schroeder. Motioned carried 4-0. CM Darkenwald
abstained.
4.1 City Hall Building Project update.
City Administrator Johnson presented the staff report. There are three options $9,300 for the
same as existing lights, $8,390 for similar light that would provide white lighting and $3,025 for
standard that would provide an amber lighting. CM Scharber asked how many lights proposed.
City Engineer Wagner said two. Mayor Stockamp asked where these lights will be located. City
Engineer Wagner said one at the north end of the parking lot and the other at the south
eastern portion. Mayor Stockamp asked what the proposed lighting at the sledding hill is. City
Engineer Wagner said white flood lights. CM Scharber recommended waiting until later at the
special meeting to see once it is dark outside.
CM Darkenwald motioned to add this item to the Special City Council Meeting
agenda directly following this meeting under item 2.1. Seconded by CM Schroeder.
All in favor. Motion carried.
5. City Council Reports and Updates.
Mayor Stockamp reminded everyone that the Otsego Festival is this weekend from 10 AM -5 PM
in Prairie Park.
6. Staff Reports and Updates.
City Administrator Johnson said there is a Lions Club Meeting scheduled for this Wednesday at
6:30 PM in the City Hall lunch room to discuss a potential Otsego club. Ms. Johnson also said
that Bright Eyes will be holding their grand opening this Thursday from 3-6 PM.
7. Adjourn.
CM Scharber motioned to adjourn. Seconded by CM Darkenwald. All in
favor. Motion carried. Adjourned at 6:21 PM.
