City staff recommends approval of an ordinance establishing a schedule for weekly collection of
residential solid waste, recycling and yard waste by licensed collectors.

BACKGROUND/JUSTIFICATION:
The City Council has directed that a system be implemented to schedule all solid waste, yard waste and
recycling haulers to pick up within individual neighborhoods or areas of the City on single days each
week. This effort does not involve imposing limitations on the number of collectors that will be licensed
to provide collection services in Otsego. The purpose of this schedule is to:
■ Address public safety concerns caused by the number of days each week that large trucks are
moving though residential areas.
■ Minimize the conflict between street maintenance activities and solid waste/recycling collection
particularly during snow removal operations where containers left at the curb (or in the street)
delay the clearing of City streets. Scheduling street seal coating, crack filling and other projects
can also be problematic with large trucks access in neighborhoods throughout the week.
■ Minimize the inconvenience to the minimum number of residential customers by requiring a
service day change.
■ Recognize that commercial and industrial customers may require more than one service per
week and should not be limited.
City staff arranged meetings or phone conferences with each of the City's licensed haulers to discuss
their services within Otsego as it relates to schedules for solid waste and recycling pick up. Through
these meetings it was determined that Ace Solid Waste and Randy's Sanitation provide service to the
majority of residential properties in Otsego. Ace Solid Waste services all of their waste, recycling and
yard customers on Thursdays. Randy's Sanitation currently divides their customers' services between
Tuesdays and Thursdays but because of other scheduling issues will be shifting to all Thursday pick up in
the City.
Based on this information, City staff advised the other haulers that the Administrative Subcommittee
had reviewed the information concerning the haulers operations recommended the City Code mandate
scheduled service on Thursdays as a condition of a license approval. This schedule will be maintained
until such time as the number of residential dwellings in the City necessitates establishment of zones on
different days of the week. This will likely occur first by dividing the City east -west to separate the two
sanitary sewer districts.
City staff drafted a proposed ordinance and forwarded the language to the licensed haulers for review
and comment prior to presentation to the full City Council for action. Ace Solid Waste offered additional
input regarding the provisions related to holiday schedule to ensure that the requirements aligned with
their operations. City staff verified that the procedures utilized by Ace Solid Waste are consistent with
the operations of the other haulers and made necessary changes to the draft ordinance, which is
reflected in the Exhibit attached hereto. This ordinance would take effect on 1 January 2013.

COUNTY OF WRIGHT, MINNESOTA
AN ORDINANCE AMENDING THE CITY CODE TO ESTABLISH A SCHEDULE FOR
SOLID WASTE, YARD WASTE AND RECYCLING COLLECTION.
THE CITY COUNCIL OF THE CITY OF OTSEGO DOES HEREBY ORDAIN:
Section 1. Section 7-8-3.D of the City Code is hereby amended to include the
following provisions:
10. Schedule. Regularly scheduled collection of mixed municipal solid waste,
recyclable material and yard waste shall be in accordance with the
following provisions:
a. Collection shall only occur between the hours of 6:00 AM and 10:00
PM on the scheduled day of service.
b. Collection from any residential premises, except those located
within commercial zoning districts, shall occur only on Thursday of
each week.
C. Collection from any commercial, industrial or institutional use shall
occur on an as needed basis agreed to between the generator and
collector.
d. Holidays:
(1) No collection shall occur on the following holidays:
(a) New Years Day.
(b) Memorial Day.
(c) Independence Day.
(d) Labor Day.
(e) Thanksgiving Day.
(f) Christmas Day.
(2) For any week during which a holiday established by this
Section occurs between Monday and Friday, the collection
service shall be allowed on the next calendar day after that
collection date established by this Section.
e. This Section shall not apply to collection of solid waste from a
single property related to a construction or landscaping project or
other activity occurring on a temporary basis as may be allowed by
the City Code.
Section 2. This Ordinance shall become effective 1 January 2013 upon its
passage and publication.
