RE: Prairie Park Sliding Hill
Background
At the July 2012 Parks and Recreation Commission meeting, the Commission
recommended that the City Council approve moving the sliding hill to the East side of
City Hall. At that time, City staff did not have a cost estimate for the relocation of the
sliding hill.
After the Commission's recommendation, staff met about the project and determined
that the project should be included in the Capital Improvement Plan for 2013. City
Engineer Ron Wagner put two cost estimates together. The first estimate involves
moving the current hill to the location East of City Hall and the second estimate moves
the current hill to the location East of City Hall and expands it with additional material
that would be added over time. The estimated costs are for City staff time and fuel,
both which would be paid for out of the City's general fund budget. Park development
and/or Community Facility funds would not be utilized to complete relocation of the
sledding hill under either scenario.

Conclusion
City staff is requesting the Parks and Recreation Commission to again consider
recommending to the City Council moving the sliding hill to East of City Hall with the
current cost estimates taken into consideration.

RE: Prairie Park Soccer Fields Update
Background
At the December 2011 Parks and Recreation Commission meeting, the Commission
discussed the Prairie Park Master Plan. As part of that master plan, the Commission
identified the need for formal soccer fields at Prairie Park.
City staff and TRSA have been working on a plan to start construction of those soccer
fields that are to be developed north of 90th Street and west of City Hall. The original
budgeted amount was $585,000 which included the establishment of three soccer fields
and parking with a bituminous surface and perimeter curb and gutter. City staff is now
proposing that the initial parking be Class -5 gravel, which would reduce the
construction cost to $342,300 for an estimated project savings of $243,000.
TRSA has also approached the City with a proposal to pay for portion of the
construction costs, that amount that will be determined at their November 18, 2012
meeting. City staff as also contacted Roger's Youth Football to see if they have
interest in contributing to the construction of the fields.

The establishment of a skating rink at School Knoll would benefit both Otsego residents
and the students at Otsego Elementary. City staff talked to the principle from Otsego
Elementary who stated that if there was a rink at School Knoll Park the school would
utilize it. The location also benefits from the lighting that is already in place, this
lighting is not directly over the basketball courts but is located close enough to extend
skating hours past the time if there were no lighting available. The Parks and
Recreation Department would use the same flooding truck that will be used at Prairie
Center to flood the rink at School Knoll. The fund to pay for the staff costs and fuel will
come out of the park operating budget. The following is the estimated cost to flood the
rink at School Knoll:

City Council that a skating rink be established in the basketball courts at School Knoll
