11-14-12 PR410 0 tsTeF MIo SOTA TO: Otsego Parks and Recreation Commission FROM: Ross Demant, Parks and Recreation Manager DATE: November 6, 2012 RE: Prairie Park Sliding Hill Background At the July 2012 Parks and Recreation Commission meeting, the Commission recommended that the City Council approve moving the sliding hill to the East side of City Hall. At that time, City staff did not have a cost estimate for the relocation of the sliding hill. After the Commission's recommendation, staff met about the project and determined that the project should be included in the Capital Improvement Plan for 2013. City Engineer Ron Wagner put two cost estimates together. The first estimate involves moving the current hill to the location East of City Hall and the second estimate moves the current hill to the location East of City Hall and expands it with additional material that would be added over time. The estimated costs are for City staff time and fuel, both which would be paid for out of the City's general fund budget. Park development and/or Community Facility funds would not be utilized to complete relocation of the sledding hill under either scenario. Exhibits: A. Sledding Hill Plans (2 sheets) Conclusion City staff is requesting the Parks and Recreation Commission to again consider recommending to the City Council moving the sliding hill to East of City Hall with the current cost estimates taken into consideration. 2 ENGINEERS COST ESTIMATE FOR Date 10/15/12 f TM P&R-PP13-001 1-111 Sledding Hill Relocation (Existing Size) Quantity Units Cost MOBILIZATION 1 LS $1,000 $1,000 EROSION CONTROL Silt Fence 660 LF $2 $1,320 GRADING Strip (1ft) 1000 CY $2.00 $2,000 Gradin Move existing hill 4500 CY $3.00 $13,500 Res read (1ft) 1000 CY 1 $2.25 $2,250 Respread (1ft) 1000 CY $2.25 $2,250 CITY OF O-Lego MINNESOTA Sub total $20,070 10% (Contingency, design fees, contract administration, construction observation and legal) 0.10 $39,570 $2,007 Total $22,077 ENGINEERS COST ESTIMATE FOR Date 10/15/12 f P & R - PP13-001 Sledding Hill Relocation and Expansion Quantity Units Cost MOBILIZATION 1 LS $1,000 $1,000 EROSION CONTROL Silt Fence 660 LF $2 $1,320 GRADING Strip 1ft) 1000 CY $2.00 $2,000 Gradin Move existing hill 4500 CY $3.00 $13,500 Gradin Add to hill 6500 CY $3.00 $19,500 Respread (1ft) 1000 CY $2.25 $2,250 OtTY OF ego 1`11 N N E S OTA Sub total $39,570 10% (Contingency, design fees, contract administration, construction observation and legal) 0.10 $3,957 Total 1 $43,527 OTSEGO PUBLIC WORKS PARKING LOT 'I w r, - wY' v ,Y,,:an .w,,n, .waz{ \,\ m¢s °js./jwan •fi i •qee, /, ,I I r Au1 Oyrim.rakes j 3 Pi7HL!C !NORKS7" SJ10ING i;avI3 / igl III gfli ^ w33, iq„ ,Je -iwnewa6''',w,n •xaro w,1.9 Ir i :9ns4 .xE;9j 4f`i^Il,w.0 :. >a sxur sTI 'MEA - - G united Fcwer Aaodctbn I ' }sM rs , I 1 su I , v EOaamant per D,.. As part of that master plan, the Commission identified the need for formal soccer fields at Prairie Park. City staff and TRSA have been working on a plan to start construction of those soccer fields that are to be developed north of 90th Street and west of City Hall. The original budgeted amount was $585,000 which included the establishment of three soccer fields and parking with a bituminous surface and perimeter curb and gutter. City staff is now proposing that the initial parking be Class -5 gravel, which would reduce the construction cost to $342,300 for an estimated project savings of $243,000. TRSA has also approached the City with a proposal to pay for portion of the construction costs, that amount that will be determined at their November 18, 2012 meeting. City staff as also contacted Roger's Youth Football to see if they have interest in contributing to the construction of the fields. Exhibits: A. Prairie Park Soccer Fields and Parking Lots (3 sheets) Conclusion City staff will present a recommendation at the December Parks and Recreation Commission meeting requesting action on the proposed soccer field development at Prairie Park. 2 ENGINEERS COST ESTIMATE FOR Date 1/17/12 P&R-PP12-054 PRAIRIE PARK SOCCER FIELDS AND PARKING LOTS Quantity Units Cost MOBILIZATION 1 LS $15,000 $15,000 EROSION CONTROL Silt Fence 3500 LF $2 $7,000 GRADING Strip (1 ft) 18000 CY $2.00 $361000 Grading (2ft) 8500 CY $1.50 $12,750 Res read (I ft) 18000 CY $2.75 $49,500 Seeding 10 Acre $1,250 $12,500 PARKING LOT 6" Class 5 Gravel road 800 TON $15 $12,000 LIGHTS 6 each $2,500 $15,000 SIGNS 2 each $250 -- $500 Pond Lining 750 CY $20 $15,000 Well Upgrade and Pumps 1 LS $80,000 $80,000 IRRIGATION OCITY o F t,e M I N N E5 OTA 10 acre $3,000 Sub total 20% (Contingency, design fees, contract administration, construction observation and le al Total $30,000 $285,250 0.20 $57,050 $342,300 X (t ✓ 6 O 'W Wl-YCYYl'Wy-y'y^yyy.Yy ❑ _ e 9 li 9 I I 38 eq 1$ @9I: j61 p (7 ! c} 913 R I i ll;l I§[ ii i€ i! ' i t iii Gid@iEGGGG€€ G il[€GGla !-i,liEIIEs_,.GG X (t ✓ 6 O 'W Wl-YCYYl'Wy-y'y^yyy.Yy ❑ _ e 9 li 9 1 ! ! 1 ! 1 1 1 1 1 ! ! ! F t".10 MINNESOTA TO: Otsego Parks and Recreation Commission FROM: Ross Demant, Parks and Recreation Manager DATE: November 14, 2012 RE: Establishment of a Skating Rink at School Kno Background: At the July Parks and Recreation Commission meeting, the Parks and Recreation Commission recommended establishing a skating rink at Prairie Park. The 2012-2013 cost estimate was as follows: 2012-2013 Estimated Cost: Initial Flooding Truck Set -U Flooding Tank $400 Generator $1500 Sump Pump $180 2" pipe $70 Wood for Pallet $50 Total $2,200 Maintenance Cost assuming ice rink is open from mid-December to mid-February with 10 weeks total staffing: Staffing 40 hrs. initial flooding +1.5 hrs. Monday- Friday $3762.50 Gas for vehicles 107.5 driving hours at 5 MPH divided by 12 MPG $157.00 Summary: Initial Flooding Set -Up $2200 Staff Costs $3762.50 Gas 157 Total $6119.50 The establishment of a skating rink at School Knoll would benefit both Otsego residents and the students at Otsego Elementary. City staff talked to the principle from Otsego Elementary who stated that if there was a rink at School Knoll Park the school would utilize it. The location also benefits from the lighting that is already in place, this lighting is not directly over the basketball courts but is located close enough to extend skating hours past the time if there were no lighting available. The Parks and Recreation Department would use the same flooding truck that will be used at Prairie Center to flood the rink at School Knoll. The fund to pay for the staff costs and fuel will come out of the park operating budget. The following is the estimated cost to flood the rink at School Knoll: Staff Costs $3762.50 Gas 157 Total $3,919.50 City staff is requesting that the Parks and Recreation Commission recommend to the City Council that a skating rink be established in the basketball courts at School Knoll Park.
