BACKGROUND/JUSTIFICATION:
To provide adequate winter snow plowing and ice control services to the residents of Otsego it
is necessary to hire additional seasonal on-call staff. The seasonal position is for the 2012-13
winter season which is from approximately November 15th, 2012 through April 1St, 2013. Based
on past experience, I would estimate the need for on-call services on ten to twenty occasions of
up to eight hours each depending on the severity of the winter weather. The estimated budget
for the positions is 480 hours at $14.50 per hour for a total of $6,980 which is included in the
Street Department budget.
We advertised for winter seasonal on-call positions and received nine applications. Phone and
personal interviews were conducted. I recommend we hire three qualified applicants. The
applicants must meet the pre-employment requirements of possessing a Class D driver's
license with no major violations and drug screening. After meeting the requirements the
employees will be scheduled for up to four hours of training on snow removal procedures.
We are currently in the process of verifying the pre-employment requirements of the three top
applicants. The names of the employees recommended for hire will be provided at the City
Council meeting.
