RECOMMENDATION:
City staff recommends approval of an amendment to the Heritage Preservation Commission bylaws to
expand to seven members and to appointment Jamie Plantenberg-Selbitschka and Lisa Fahey to the two
open positions.

BACKGROUND/JUSTIFICATION:
The Heritage Preservation Commission (HPC) bylaws have been established to allow five members
serving. The number of members was reduced from seven to five in April 2010 because of recruitment
issues and having sufficient members attend the regular meeting to have a quorum present to formally
conduct business. There are currently five appointed members and one alternate member. Terms
were initially for four years but appointments made in 2010 were for two years. Two members' terms
expire at the end of 2012. Attendance of the members has not been an issue since before April 2010.
The HPC recruited and interviewed an additional person, Ms. Lisa Fahey, interested in becoming a
member of the advisory commission. In order to allow for an additional member as well as the current
alternate member, Ms. Jamie Plantenberg-Selbitschka, to fully participate as a member of the
Commission, City staff recommends revising the bylaws to expand the number of members to seven and
establish the terms as four years. Assuming the City Council acts to amend the HPC bylaws, the HPC
recommends appointment of both Jamie Plantenberg-Selbitschka and Lisa Fahey as members.

CITY OF OTSEGO
COUNTY OF WRIGHT, MINNESOTA
A RESOLUTION ADOPTING AMENDMENTS TO THE BYLAWS OF THE HERITAGE
PRESERVATION COMMISSION AND MAKING APPOINTMENTS.
WHEREAS, the City of Otsego has established a Heritage Preservation
Commission and adopted bylaws; and,
WHEREAS, the bylaws are subject to review from time to time and may be
amended by majority vote of the City Council; and,
WHEREAS, the bylaws currently establish the Heritage Preservation
Commission has having five (5) members; and,
WHEREAS, the Heritage Preservation Commission currently has five (5)
members and one (1) alternate member; and,
WHEREAS, the Heritage Preservation Commission has received interest from
Lisa Fahey, who has experience and expertise in history relevant to the role of the
Heritage Preservation Commission set forth in Section 20-96-3 of the Zoning
Ordinance; and,
WHEREAS, the Heritage Preservation Commission has recommended that the
bylaws be amended to expand the number of members to seven (7) and that the current
alternate member, Jamie Plantenberg-Selbitschka, and Lisa Fahey be appointed to
terms.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Otsego
that the bylaws of the Heritage Preservation Commission are hereby amended to
establish the number of members as seven to be appointed to four year terms on the
schedule attached hereto as Exhibit A and to appoint the following members to terms as
set forth below:
1. Jamie Plantenberg-Selbitschka Seat 6 for a term expiring December 31, 2015.
2. Lisa Fahey to Seat 7 for a term expiring December 31, 2013.
