RE: Proposed Site Locations for Future Dog Park
Background:
At the October 2012 Parks and Recreation Commission meeting, Commissioners
directed City staff to bring back to the Commission possible dog park locations in the
western part of the City. Staff looked at possible locations, included are three maps
with possible locations. A basic dog park includes a chain link fence, garbage, and a
gate big enough to get our wide area mower through.

RE: Proposed Site Locations for Future Ice Rink Locations
Background:
At the November 2012 Parks and Recreation Commission meeting, Commissioners
directed City staff to come up with a list of possible locations for skating rinks in the
west section of the City. Attach are two possible locations, both locations are close to
parking and benefit for some residual parking lot lighting. Considerations for expanding
skating rinks to the west area of town would be staffing and adding additional flooding
equipment.

RE: Temporary Use Policy for Prairie Center
Background:
In the last three months City staff has been contacted by several groups and individuals
in the community requesting to rent space at Prairie Center. In order to protect the
City and to provide direction to prospective renters City staff determined that a
temporary use policy was needed. The temporary policy was developed by researching
how other community's rent their public spaces. A Prairie Center Sub -Committee has
also been established to help provide direction on usage and building configuration.
Once the City has had the ability to study the long term use of Prairie Center for rentals
and programs, a more defined policy will be developed.

PRAIRE CENTER TEMORARY RESERVATION GUIDE
Renter's Rights and Responsibilities
1. The individual named on the agreement and the group in whose name the agreement is issued shall be held jointly responsible for
any use to which this facility is put under the agreement granted and shall accept responsibility for all damage done to City property.
2. Application must include set-up time and clean-up time. Parties will not be allowed to enter facilities prior to rental time listed on
the application.
3. All activities shall cease in sufficient time to completely vacate rental facilities approved on the agreement. The use of facilities
shall be restricted to those times and spaces specifically requested on the application. The facilities must be vacated by time
specified on the application.
4. Alcohol is not allowed in Prairie Center.
5. There shall be no marking or applying of materials to the walls, ceilings or floors of City buildings. Nothing may be done that may
mar, deface or harm walls, ceilings or floors; this includes heavy-duty tape, staples, and nails.
6. Fire and safety regulations of the City of Otsego and the State of Minnesota must be observed at all times. No more than 200 people
may occupy the Activity Room.
7. The City of Otsego will not be responsible for loss of personal property by individuals or groups when Park and Recreation
facilities are being used for a permitted activity.
8. No equipment or supplies may be left overnight.
9. Equipment shall not be moved from one area to another unless specifically mentioned on the application, and then only by or under
the direct supervision of a City employee. Extra or unusual services must be identified in the application.
10. Smoking is prohibited in all City facilities.
11. Retail sales shall be allowed if approved by the Parks and Recreation Manager prior to the event.
12. Applicants are required to move, at their expense, materials, equipment, furnishings or rubbish that cannot be contained in the
trash receptacles provided.
13. All groups shall leave the facility in the condition in which they were found.
14. A valid credit card number will be required to be held on file until the rental is complete. Once the rental is complete, the renter
will received the document with the credit card number back before they leave the building.
15. In the event of damage to the premises, the damage will be documented with photos and any repair bills will be deducted from the
credit card after the applicant has been contacted.
16. Prairie Center will be available weekly and/or monthly for a fee on Tuesdays to nonprofits groups that serve the Otsego area.
The non-profit group will be required to volunteer 10 hours during city sponsored community events and/or park projects.
Space is limited, every effort will be taken to accommodate as many groups and organizations as possible.
If any of the above is not followed, the City of Otsego may immediately terminate your
event, retain the damage deposit, in part or in whole, and the privilege to rent an Otsego
facility may be revoked.
Cancellation and Refund Policy
The responsible applicant must submit all cancellation requests in writing.
Cancellation requests received 2 days or more prior to the date of the event will receive a full refund. No refunds will be issued for

agreement granted would be subject to the Renter's Rights and Responsibilities for use of Parks and Recreation Facilities included in this
packet. I hereby agree that these rules shall be strictly observed. If these rules are not followed, the City of Otsego may retain my damage
deposit, in portion or in whole, and the privilege to rent a City of Otsego facility may be revoked. I also agree to allow the city to bill my
credit card that is on file for damage caused by my rental. I accept entire responsibility for the enforcement of these rules and agree to protect
the Parks and Recreation facilities and indemnify the City of Otsego of any damage due to the use of the facility covered by this agreement. I
also understand that this agreement may be revoked or canceled at any time, with or without cause, and that in the event of such revocation or
cancellation, there shall be no claim or right to damages or reimbursement on account of any loss, damage or expense whatsoever. I further
agree to protect, indemnify, save and hold harmless the City of sego and its officers and employees from any and all claims, liabilities,
damages or rights of action directly or indirectly growing out of the use of the facilities requested in this application. I understand that the
Parks and Recreation Department often take pictures of facilities that are used for brochures and marketing in which I grant permission.
