RECOMMENDATION:
City staff recommends approving a resolution accepting bids and awarding a contract to Burschville
Construction.

BACKGROUND/JUSTIFICATION:
Bids for construction of an interim lift station required to provide sanitary sewer service to a
new E-8 School being constructed near Maclver and 80th St were opened on April 19. Bids were
higher than the engineers estimate. The Independent School District #728 has an agreement
with the City of Otsego to pay for $1,100,000 in infrastructure improvements. If the agreed
upon improvements exceed $1,100,000, the City has the option to assess the amount greater
than $1,100,000. At this point, the project costs are estimated to be very close to $1,100,000.
Five bids were received and the bids were tabulated and the Bid Tab is attached. Bids were as
follows:
• Burschville Construction $119,400.00
• Eagle Construction $129,428.20
• Northdale Construciton Co., Inc. $146,618.58
• Pember Construction, Inc. $147,785.60
• Kuechle Underground, Inc. $159,183.00
Burschville Construction is the contactor for adjacent tied project of 80th St Improvements. They have
also worked on several developments and City of Otsego projects in the past. Therefore we recommend
approval of a contract to Burschville Construction of Hanover MN.

RESOLUTION NO. 2016-43
RESOLUTION ACCEPTING BID AND AWARDING CONTRACT
WHEREAS, pursuant to an advertisement for bids for the construction of City of
Otsego Project No. 15-0_, E-8 School Interim Lift Station bids were received, opened
and tabulated according to law, and the following bids were received complying with the
advertisement:

AND WHEREAS, it appears that Burschville Construction, Inc. of Hanover,
Minnesota is the lowest responsible bidder,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF OTSEGO
MINNESOTA:
1. The mayor and clerk are hereby authorized and directed to enter into a
contract with Burschville Construction, Inc. of Hanover, Minnesota in the name of the
City of Otsego for the E-8 School Interim Lift Station Project, according to the plans and
specifications therefore approved by the city council and on file in the office of the City
Clerk.
2. The City Clerk is hereby authorized and directed to return forthwith to all
bidders the bid bond made with their bids, except that the bid bond of the successful
bidder and the next lowest bidder shall be retained until a contract has been signed.
Adopted by the city council this 25t" day of April, 2016.
