ITEM 3.2C Board of Review 4.27.2016ITEM 3-2G CITY OF OTSEGO BOARD OF REVIEW MONDAY, APRIL 27, 2016 5:30 PM OTSEGO PRAIRIE CENTER 1. Mayor Jessica Stockamp will call the 2016 Board of Review to order. Mayor Stockamp called the Board of Review to order at 5:33 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Tom Darkenwald and Doug Schroeder. Absent: Councilmember Jason Warehime. Staff: Lori Johnson, City Administrator; Adam Flaherty, Finance Director and Tami Loff, City Clerk. Attending from the Wright County Assessor's Office were Tony Rasmussen, Conrad Anderson and Mike Vanderlinden. Comments by the Assessor Mr. Vanderlinden said the purpose of this Local Board of Appeal and Equalization is to review the 2016 assessment for taxes due and payable in 2017. The Board does not have the authority to open any prior year's assessment. The Local Board does not have the authority to grant an exemption or to remove a property from the tax roll. A quorum must be present and at least one of the members must be trained and certified under MN Statute 274.014. Minnesota state law requires Assessors to value property at 100 percent of the market value however the statutes allow the Assessor to be within a range of 90 to 105 percent at market value. The sales ratio study period is from October 1, 2014 to September 30, 2015. The sales data gathered from that period is used to appraise property. He stated that the City of Otsego had 297 qualified sales for this assessment period; with an additional 217 new home permits. He further stated the City had a 9.85 percent increase in total market value; with approximately 5 percent increase average throughout the city. Wright County Assessor Tony Rasmussen gave the commercial assessment. 3. Review valuations of property owners. There was no one present for open forum. The Assessor's Office is recommending the following action items: 118-205-003050; 6355 Marx Avenue NE; owner is from Florida and staff has not been able to schedule to review the inside of the property. Mr. Vanderlinden read into the minutes so the property owner can continue their petition at the county level. 118-203-006050; 7388 Kahler Avenue NE; Valued at $163,091. Recommending lowering the value to $143,037. 118-279-002110; 5944 Radford Avenue NE; Valued at $461,400. Recommending lowering the value to $446,300. CM Darkenwald motioned to adjust the value for PID 118-203-006050 to $143,037. Seconded by CM Heidner. All in favor. Motion carried. CM Darkenwald motioned to adjust the value for PID 118-279-002110 to $446,300. Seconded by CM Heidner. All in favor. Motion carried. CM Darkenwald motioned to for the recommendation for petition to continue at county level for PID 118-205-003050. Seconded by Mayor Stockamp. All in favor. Motion carried. Mr. Rasmussen reviewed the Open Book Meetings process and benefits. He stated no decision is needed tonight and that he will be in contact at a later date. 4. Adjourn.
